This Purchase Order is issued to formally authorize the procurement of professional Statistician services to be rendered in Uzbekistan Tashkent. The Buyer requires the engagement of a qualified Statistician to conduct comprehensive data analysis, design sampling methodologies, and produce statistical reports for the Tashkent Regional Economic Development Survey 2025. The Statistician shall operate primarily from the Buyer's premises located in Tashkent, Uzbekistan, and shall comply with all national statistical regulations established by the State Committee of the Republic of Uzbekistan on Statistics.

The scope of this Purchase Order encompasses the full lifecycle of statistical consulting, including but not limited to: data collection framework design, multivariate analysis of household income data, regression modeling for urban development indicators, and the preparation of a final statistical report in both Uzbek and English languages. The Statistician is expected to possess a minimum of a Master's degree in Statistics, Applied Mathematics, or a closely related quantitative discipline, along with a minimum of eight (8) years of professional experience in statistical analysis within the Central Asian region.

4.1 Delivery and Performance Location: All services under this Purchase Order shall be performed in Uzbekistan Tashkent. The Statistician shall report to the Buyer's office at 12 Amir Temur Avenue, Tashkent, no later than 09:00 local time on the first day of engagement. Fieldwork, if required, shall be conducted within the administrative boundaries of Tashkent City and Tashkent Region, Uzbekistan.

4.2 Timeline: The Statistician shall commence work within five (5) business days of the acceptance of this Purchase Order. The total project duration shall not exceed ninety (90) calendar days from the start date. Milestone deliverables are as follows: Framework Design (Day 20), Sampling Methodology (Day 40), Analysis Completion (Day 70), Final Report (Day 90).

4.3 Payment Terms: Payment shall be made in the following installments: 30% upon signing of this Purchase Order, 40% upon delivery of the Sampling Methodology and completion of data analysis, and 30% upon acceptance of the Final Statistical Report. All payments shall be made in Uzbek Som (UZS) via bank transfer to the Supplier's designated account in Tashkent, Uzbekistan. Payment terms are Net 15 days from invoice date.

4.4 Quality and Compliance: The Statistician shall adhere to the International Statistical Institute (ISI) standards and the methodological guidelines published by the State Committee of the Republic of Uzbekistan on Statistics. All data processed under this Purchase Order shall comply with the Law of the Republic of Uzbekistan on Personal Data Protection (No. ZRU-536, 2019).

4.5 Intellectual Property: All reports, models, datasets, and analytical outputs produced by the Statistician under this Purchase Order shall become the exclusive property of the Buyer upon full payment. The Statistician retains the right to reference the engagement in professional portfolios, subject to the Buyer's prior written consent.

4.6 Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of early termination, the Buyer shall compensate the Statistician for all services rendered up to the termination date, plus a 10% administrative fee.

4.7 Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through negotiation in Tashkent, Uzbekistan. If unresolved within thirty (30) days, the matter shall be submitted to the Arbitration Court of Tashkent City, Uzbekistan, in accordance with the applicable commercial arbitration rules.

4.8 Governing Law: This Purchase Order shall be governed by and construed in accordance with the Civil Code of the Republic of Uzbekistan and the Commercial Code of the Republic of Uzbekistan.

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Statistician services in Uzbekistan Tashkent. This document constitutes a binding commercial agreement upon execution by both authorized representatives.
