This Purchase Order is issued by the Harare Medical Procurement Authority to formally engage the services of a qualified Surgeon for the provision of surgical procedures, pre-operative consultations, and post-operative follow-up care at the designated medical facility in Zimbabwe Harare. The Surgeon engaged under this Purchase Order shall be responsible for performing a minimum of twelve (12) general surgical procedures per month, including but not limited to appendectomies, hernia repairs, cholecystectomies, and vascular interventions, as directed by the Chief Medical Officer of the facility.
The Surgeon shall also be required to conduct weekly surgical ward rounds, supervise junior surgical residents, participate in multidisciplinary case conferences, and maintain comprehensive patient records in accordance with the Zimbabwe National Health Service standards. All surgical instruments, implants, and consumables required for the procedures outlined in this Purchase Order shall be sourced through the facility's central procurement department in Zimbabwe Harare and shall not be procured independently by the Surgeon unless prior written approval is obtained from the Procurement Officer.

4.1 This Purchase Order is governed by the laws of the Republic of Zimbabwe and the Zimbabwe National Health Service Procurement Regulations of 2023. Any disputes arising from the execution of this Purchase Order shall be resolved through the Zimbabwe Harare Magistrates' Court or by arbitration in accordance with the Zimbabwe Arbitration Act.
4.2 The Surgeon shall maintain valid professional indemnity insurance with a minimum coverage of USD 500,000 per claim throughout the duration of this Purchase Order. Proof of insurance shall be submitted to the Procurement Officer within seven (7) days of the issue date of this Purchase Order.
4.3 The Surgeon shall comply with all infection control protocols, sterilisation standards, and patient safety guidelines as established by the Zimbabwe Ministry of Health and Child Care. Failure to comply may result in immediate termination of this Purchase Order without further notice.
4.4 Payment shall be made in monthly instalments within thirty (30) days of receipt of a valid invoice from the Surgeon. Invoices must reference this Purchase Order number (PO-ZW-HRE-2025-0387) and be submitted to the Finance Department at the Harare Medical Procurement Authority office in Zimbabwe Harare.
4.5 The Surgeon shall not subcontract or delegate any surgical procedures to another practitioner without the prior written consent of the Chief Medical Officer. All procedures performed under this Purchase Order must be carried out personally by the named Surgeon or by a directly supervised surgical team led by the Surgeon.
4.6 This Purchase Order is valid for a period of three (3) months from the date of acceptance, commencing on 01 August 2025 and concluding on 31 October 2025. Renewal shall be subject to mutual agreement and a separate Purchase Order issuance.
All surgical procedures, consultations, ward rounds, and related services specified in this Purchase Order shall be performed at the Parirenyatwa Hospital Surgical Unit, located in the city of Zimbabwe Harare. The Surgeon is expected to be physically present at the facility during all scheduled operating theatre hours, which are Monday through Friday from 07:00 to 17:00, and Saturday from 08:00 to 13:00. Emergency call-out services shall be available on a 24/7 basis as stipulated in Line Item 06 of this Purchase Order.
