This Purchase Order is issued to procure the professional services of a qualified Systems Engineer to be deployed and stationed at the project site in Afghanistan Kabul. The Systems Engineer shall be responsible for the design, integration, testing, and ongoing maintenance of critical telecommunications and information technology infrastructure supporting the IDIC humanitarian and development operations in the Afghanistan Kabul region.
The scope of work for the Systems Engineer under this Purchase Order includes, but is not limited to, the following deliverables and responsibilities:

All services described in this Purchase Order shall be performed at the IDIC project facility located in Afghanistan Kabul, specifically at the Technical Services Compound, Wazir Akbar Khan District, Kabul, Afghanistan. The Systems Engineer shall be physically present at the Afghanistan Kabul site for a minimum of five (5) working days per week, with additional on-call availability as required by the operational needs of the project. Travel to and from Afghanistan Kabul for the initial deployment and final demobilization shall be arranged and funded by the Buyer as specified in Section 7 of this Purchase Order.

Payment under this Purchase Order shall be made in monthly installments, due within thirty (30) days of receipt of a valid invoice from the Vendor. Invoices shall reference the Purchase Order number PO-AFG-KBL-2025-0047 and shall include a detailed timesheet confirming the Systems Engineer's presence and work performed at the Afghanistan Kabul site. Payment shall be remitted via wire transfer to the Vendor's designated bank account. A retention of five percent (5%) shall be withheld from each monthly payment and released upon final acceptance of all deliverables. All payments are subject to the Buyer's right to withhold funds for unsatisfactory performance of the Systems Engineer as defined in the Service Level Agreement attached hereto as Annex A.
The Buyer shall provide and fund all round-trip air travel to and from Afghanistan Kabul for the Systems Engineer. Secure accommodation within the IDIC compound in Afghanistan Kabul shall be provided at no additional cost to the Vendor. Given the operational environment in Afghanistan Kabul, the Buyer shall arrange and fund all necessary security escorts, armored vehicle transport, and personal protective equipment for the Systems Engineer during the entire duration of the assignment. The Vendor acknowledges that the security situation in Afghanistan Kabul may require periodic modifications to the work schedule, and the Systems Engineer shall comply with all security directives issued by the Buyer's Security Officer in Kabul.
This Purchase Order is governed by the laws of the United States of America and shall be subject to the standard IDIC procurement terms and conditions. The Systems Engineer shall comply with all applicable Afghan national regulations, international humanitarian law, and the specific operational protocols established for the Afghanistan Kabul project site. Any modification to the scope, duration, or terms of this Purchase Order must be documented in a written amendment signed by both parties. The Vendor warrants that the Systems Engineer assigned to this Purchase Order possesses a minimum of ten (10) years of professional experience in systems engineering, holds relevant certifications (including but not limited to PMP, CISSP, or equivalent), and has prior experience working in challenging or conflict-affected environments. The Vendor shall maintain comprehensive professional liability insurance and workers' compensation coverage for the Systems Engineer throughout the assignment in Afghanistan Kabul.
Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of a material security threat to the Systems Engineer in Afghanistan Kabul, the Buyer reserves the right to terminate this Purchase Order immediately without penalty. Upon termination, the Vendor shall be compensated for all services rendered up to the date of termination, and the Systems Engineer shall be repatriated from Afghanistan Kabul at the Buyer's expense.
NOTE: This Purchase Order constitutes a binding procurement document. The assignment of a Systems Engineer to the Afghanistan Kabul project site is subject to the successful completion of all visa, security clearance, and medical fitness requirements prior to deployment.
