All goods and services specified in this Purchase Order shall be delivered and implemented at the designated primary school locations throughout Russia Moscow in accordance with the following phased timeline:

Phase 1 (July 2025): Delivery of physical classroom resources, ergonomic equipment, and reference libraries to all 1,247 primary schools in Moscow.

Phase 2 (August 2025): Installation and configuration of interactive whiteboard software, digital assessment platforms, and audio-visual equipment.

Phase 3 (September 2025): Commencement of the Teacher Primary Annual Training Program for all 3,600 enrolled primary school educators across the Moscow district.

Phase 4 (October 2025): Final quality assurance inspection, acceptance certification, and handover documentation for all items under this Purchase Order.

Payment for this Purchase Order shall be made in Russian Rubles (RUB) via bank transfer to the supplier's designated account. The payment schedule is structured as follows: 30% advance payment upon signing of this Purchase Order; 40% upon completion of Phase 1 and Phase 2 deliveries; 20% upon successful completion of the Teacher Primary training program; and 10% final payment upon full acceptance and certification of all deliverables. All payments are subject to the terms of Federal Law 44-FZ and the applicable tax regulations of the Russian Federation. Late payments shall incur a penalty of 0.1% per calendar day as stipulated in the contract framework.

6.1. This Purchase Order is governed by the civil and commercial laws of the Russian Federation. Any disputes arising from this Purchase Order shall be resolved through arbitration in Moscow, Russia, in accordance with the rules of the Arbitration Court of the City of Moscow.

6.2. The supplier warrants that all goods and services provided under this Purchase Order for Teacher Primary personnel shall meet or exceed the quality standards established by the Federal State Educational Standards (FSES) of the Russian Federation for primary general education.

6.3. The supplier shall comply with all applicable Russian labor, safety, and data protection regulations, including Federal Law 152-FZ on Personal Data, particularly when handling information related to primary school students and Teacher Primary staff in Moscow.

6.4. The supplier shall provide a minimum 3-year warranty on all hardware items and a 5-year support guarantee on all software licenses procured under this Purchase Order.

6.5. This Purchase Order may be amended only by written mutual agreement of both parties, executed in the form of a supplementary agreement registered with the Moscow City Education Authority.

6.6. The supplier shall maintain full operational capacity and staffing throughout the delivery period and shall notify the purchasing entity in writing no fewer than 14 calendar days in advance of any anticipated delays affecting the Teacher Primary program timeline in Russia Moscow.

This Purchase Order is hereby authorized and made effective upon the signatures of the duly authorized representatives of both parties. By signing below, each party acknowledges and accepts all terms, conditions, and obligations set forth in this document for the procurement of Teacher Primary educational resources in Russia Moscow.
