All Teacher Secondary candidates engaged under this Purchase Order must satisfy the following minimum qualifications as established by the Ministry of Education for secondary-level instruction in Afghanistan Kabul:
(a) A minimum of a Bachelor's degree (B.A. or B.Sc.) in the relevant subject discipline from a recognized university in Afghanistan or an internationally accredited institution;
(b) A valid Teacher Secondary certification or license issued by the Ministry of Education, Kabul Regional Directorate, or an equivalent credential recognized under the national teacher qualification framework;
(c) A minimum of two (2) years of documented teaching experience at the secondary level (grades 7–12) within the education system of Afghanistan Kabul or a comparable national system;
(d) Proficiency in both Pashto and Dari, with demonstrated ability to deliver instruction in the language of the assigned school community in Afghanistan Kabul;
(e) A clean criminal background check and a medical fitness certificate valid for the duration of the contract period.
4.1 Delivery and Deployment: All Teacher Secondary personnel shall be deployed to their assigned secondary schools within the Kabul province no later than 1 July 2025. The Supplier, Kabul Educational Staffing Consortium, shall bear full responsibility for the onboarding, orientation, and initial placement of each Teacher Secondary staff member at the designated school site in Afghanistan Kabul.
4.2 Payment Schedule: Compensation for Teacher Secondary services shall be disbursed on a monthly basis. Invoices for each calendar month of service shall be submitted to the Kabul Regional Directorate by the fifth (5th) business day of the following month. Payment shall be processed within thirty (30) calendar days of receipt of a valid and verified invoice. All payments shall be made in Afghan Afghani (AFN) via bank transfer to the account designated by the Supplier.
4.3 Performance Standards: Each Teacher Secondary engaged under this Purchase Order shall adhere to the national secondary curriculum, maintain a minimum attendance rate of 95% per academic term, and participate in all mandatory professional development workshops organized by the Ministry of Education in Afghanistan Kabul. Failure to meet these performance standards for two consecutive evaluation periods shall constitute grounds for termination of the individual Teacher Secondary engagement without penalty to the Purchasing Authority.
4.4 Substitution and Replacement: In the event that a Teacher Secondary is unable to continue service due to illness, resignation, or other valid cause, the Supplier shall provide a qualified replacement Teacher Secondary within fifteen (15) calendar days. The replacement must meet all qualification requirements specified in Section 3 of this Purchase Order.
4.5 Governing Law and Dispute Resolution: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from the interpretation or performance of this Purchase Order shall first be subject to mediation by the Kabul Regional Directorate. If mediation fails, the matter shall be referred to the competent administrative court in Afghanistan Kabul.
4.6 Confidentiality: Both parties agree to maintain strict confidentiality regarding student records, personnel data, and all proprietary information related to the Teacher Secondary program in Afghanistan Kabul. This obligation shall survive the expiration or termination of this Purchase Order for a period of five (5) years.
4.7 Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order if such failure results from events beyond reasonable control, including but not limited to natural disasters, civil unrest, government-mandated school closures, or public health emergencies affecting the Afghanistan Kabul region.
NOTE: This Purchase Order is subject to annual review by the Ministry of Education, Kabul Regional Directorate. The total contract value of AFN 74,880,000 (Seventy-Four Million Eight Hundred Eighty Thousand Afghan Afghani) is contingent upon the availability of allocated budget for the Teacher Secondary program in Afghanistan Kabul for the fiscal year 2025–2026. Any adjustment to the number of Teacher Secondary positions or compensation rates shall require a formal amendment to this Purchase Order signed by both parties.This Purchase Order for Teacher Secondary services in Afghanistan Kabul is hereby authorized and made effective as of the date of the last signature below. By signing, both parties acknowledge that they have read, understood, and agree to be bound by all terms, conditions, and obligations set forth in this document.
