This Purchase Order is issued by the Department of Secondary Education, Islamabad Capital Territory, for the procurement of qualified Teacher Secondary personnel to be deployed across government-affiliated secondary schools within the Islamabad Capital Territory. All Teacher Secondary candidates procured under this Purchase Order must satisfy the following minimum qualifications as prescribed by the Federal Public Service Commission (FPSC) and the Department of Secondary Education, Islamabad:
- Master's degree (M.A, M.Sc, M.Phil) in the relevant subject from a university recognized by the Higher Education Commission (HEC) of Pakistan.
- Valid Teaching License issued by the Islamabad Capital Territory Education Board or equivalent provincial body.
- Minimum two (2) years of proven teaching experience at the secondary level (Classes IX–XII) in Pakistan.
- Passing of the Pakistan Teaching Service Test (PTST) with a score of 60% or above.
- Age not exceeding 40 years at the time of application.
- Clean criminal record verified by the Federal Investigation Agency (FIA), Islamabad.
- Commencement: All Teacher Secondary personnel procured under this Purchase Order shall report to their assigned secondary schools in Pakistan Islamabad no later than 1 August 2025, coinciding with the start of the academic year.
- Payment Terms: Payment shall be made on a monthly basis via direct bank transfer to the designated accounts of the Teacher Secondary personnel. The first payment shall be processed within 15 working days of the commencement date. All payments are subject to applicable withholding tax as per the Income Tax Ordinance 2001 of Pakistan.
- Working Hours: Each Teacher Secondary shall work a minimum of 25 hours per week, including classroom instruction, lesson preparation, examination setting, and parent-teacher meetings, in accordance with the Islamabad Education Sector working schedule.
- Performance Evaluation: The Department of Secondary Education, Islamabad, shall conduct a mid-term performance review in January 2026 and a final evaluation in July 2026. Unsatisfactory performance may result in termination of the individual Teacher Secondary contract with 30 days' written notice.
- Renewal: This Purchase Order may be renewed for an additional 12-month period upon mutual written agreement between the Buyer and the Supplier, subject to budgetary approval by the Islamabad Capital Territory Finance Department.
- Compliance: The Supplier shall ensure that all Teacher Secondary personnel comply with the Code of Conduct for Government Employees, the Pakistan Education Policy, and all applicable laws of the Islamic Republic of Pakistan.
- Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved through arbitration in Islamabad, Pakistan, in accordance with the Arbitration Act 1940. The jurisdiction of the courts of Islamabad shall be exclusive.
- Confidentiality: All personnel records, student data, and institutional information accessed by the Teacher Secondary personnel shall remain strictly confidential and shall not be disclosed to any third party without written authorization from the Department of Secondary Education, Islamabad.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to natural disasters, government-imposed lockdowns, or other events beyond reasonable control, as may occur in Pakistan Islamabad or elsewhere in the country.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan, including the Islamabad Capital Territory (Special Provisions) Act.
The Supplier, Excellence Education Services (Pvt.) Ltd., is hereby obligated to deliver and deploy all 87 qualified Teacher Secondary personnel to the designated secondary schools across the Islamabad Capital Territory within the timelines specified in this Purchase Order. The deployment schedule shall be coordinated with the District Education Officer (DEO), Islamabad, and the respective school principals. A detailed deployment matrix listing each Teacher Secondary's assigned school, subject, and class sections shall be submitted to the Buyer's office in F-8/2, Islamabad, no later than 25 July 2025.
This Purchase Order is issued under the authority of the Director General, Department of Secondary Education, Islamabad Capital Territory, and is binding upon both parties from the date of signature. The total value of this Purchase Order amounts to Pakistan Rupees One Hundred Ninety-Three Million Eight Hundred Sixty Thousand (PKR 193,860,000) for the procurement of 87 Teacher Secondary positions for a period of twelve (12) months.
