This Purchase Order is issued by the Istanbul Provincial Directorate of National Education to procure qualified Teacher Secondary personnel services for the 2025–2026 academic year. The scope encompasses the recruitment, placement, and contractual management of certified secondary school teachers across public and state-supported secondary education institutions located throughout the Istanbul metropolitan area, including but not limited to the European and Asian sides of the city.
The Teacher Secondary positions covered under this Purchase Order include but are not limited to: Mathematics, Physics, Chemistry, Biology, Turkish Language and Literature, Social Studies, History, Geography, English, and Computer Science. All Teacher Secondary candidates must hold a minimum four-year university degree in their respective discipline from an institution accredited by the Council of Higher Education (YÖK) in Turkey, and must possess a valid secondary education teaching certificate (Ortaöğretim Öğretmenliği Belgesi) issued by the Ministry of National Education.

5.1 – This Purchase Order is governed by the laws of the Republic of Turkey, specifically the Public Procurement Law No. 4734 and the Public Procurement Regulation No. 4735, as applicable to the procurement of personnel services in the education sector within Istanbul, Turkey.
5.2 – The Supplier shall ensure that all Teacher Secondary personnel placed under this Purchase Order meet the minimum qualification standards set forth by the Ministry of National Education of Turkey. Any Teacher Secondary candidate found to be non-compliant shall be replaced within fourteen (14) calendar days at no additional cost to the Purchasing Entity.
5.3 – Payment terms: The Purchasing Entity shall remit payment in three (3) equal quarterly installments via bank transfer to the Supplier's designated account in Turkey. Each installment is due within thirty (30) days following the end of the respective quarter.
5.4 – The Supplier is responsible for all social security contributions (SGK), income tax withholding, and statutory labor obligations for each Teacher Secondary employee in accordance with Turkish labor law (Law No. 4857).
5.5 – All Teacher Secondary services shall be rendered at the designated secondary school locations across Istanbul, Turkey, as specified in the annexed placement schedule. The Supplier shall coordinate with the Istanbul Provincial Directorate to confirm specific school assignments no later than 20 August 2025.
5.6 – This Purchase Order may be terminated by either party with sixty (60) days' written notice. In the event of termination, the Supplier shall ensure a smooth transition of all Teacher Secondary personnel to avoid disruption of secondary education services in Istanbul.
5.7 – Disputes arising from this Purchase Order shall be resolved through the competent courts and arbitration centers located in Istanbul, Turkey.
All Teacher Secondary services procured under this Purchase Order shall be performed exclusively within the administrative boundaries of Istanbul, Turkey. The primary coordination office for this contract shall be located at the Istanbul Provincial Directorate of National Education headquarters in Beşiktaş. Secondary coordination points shall be established in Kadıköy (Asian side) and Bakırköy (European side) to ensure efficient management of Teacher Secondary placements across all districts of Istanbul.
