2. Description of Services – Telecommunication Engineer

This Purchase Order is issued to procure the professional services of a qualified Telecommunication Engineer to be deployed and stationed in Afghanistan Kabul for a period of twelve (12) consecutive months. The Telecommunication Engineer shall be responsible for the design, implementation, maintenance, and optimization of the national telecommunications infrastructure network within the Kabul metropolitan area and its surrounding districts. The scope of work under this Purchase Order encompasses the following critical deliverables:

3. Scope and Technical Requirements

The Telecommunication Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Telecommunications Engineering, Electrical Engineering, or a closely related discipline, with no fewer than eight (8) years of progressive professional experience in large-scale network deployment. The Telecommunication Engineer shall possess valid certifications including but not limited to CCNA, CCNP, or equivalent vendor-specific credentials. All work shall be performed in and around Afghanistan Kabul, with the primary operational base located at the Ministry's designated telecommunications facility in the Wazir Akbar Khan district. The Telecommunication Engineer is expected to coordinate directly with local government authorities, security personnel, and international development partners operating in Afghanistan Kabul to ensure seamless integration of all telecommunications upgrades.

4. Terms and Conditions of This Purchase Order

Acceptance: This Purchase Order becomes binding upon written acceptance by the Supplier within ten (10) business days of the date of issue. Failure to accept within this period shall render this Purchase Order null and void.
Commencement: The Telecommunication Engineer shall report to the designated site in Afghanistan Kabul no later than 30 July 2025. Any delay beyond this date shall incur a penalty of $500 per calendar day as stipulated in this Purchase Order.
Payment Terms: Payment shall be made in monthly installments within thirty (30) days of receipt of a verified invoice and satisfactory performance report. All payments under this Purchase Order shall be processed in USD via international wire transfer to the account designated by the Supplier.
Security & Compliance: The Telecommunication Engineer and all associated personnel must comply with all local regulations, security protocols, and operational guidelines applicable to foreign professionals working in Afghanistan Kabul. The Supplier is responsible for obtaining all necessary work permits, visas, and security clearances.
Insurance: The Supplier shall maintain comprehensive professional liability insurance, medical evacuation coverage, and personal accident insurance for the Telecommunication Engineer at a minimum coverage of USD $1,000,000 for the entire duration of this Purchase Order.
Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of force majeure, including but not limited to armed conflict, natural disaster, or government-imposed restrictions in Afghanistan Kabul, either party may suspend or terminate this Purchase Order without penalty upon fourteen (14) days' notice.
Intellectual Property: All designs, documentation, network schematics, and technical reports produced by the Telecommunication Engineer in the course of fulfilling this Purchase Order shall remain the exclusive property of the Buyer and the Government of Afghanistan.
Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this Purchase Order shall be resolved through arbitration in Kabul, Afghanistan Kabul, in accordance with the UNCITRAL Arbitration Rules.
Confidentiality: All information exchanged under this Purchase Order, including network topologies, security configurations, and operational data pertaining to Afghanistan Kabul telecommunications infrastructure, shall be treated as strictly confidential and shall not be disclosed to any third party without prior written consent.

5. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of a Telecommunication Engineer in Afghanistan Kabul.
