This Purchase Order is issued to formally request the engagement of a qualified Telecommunication Engineer to provide specialized technical services for the design, deployment, and optimization of fiber-optic and wireless network infrastructure across the metropolitan area of Colombia Bogotá. The Telecommunication Engineer shall be responsible for overseeing all aspects of the network build-out, including site surveys, signal propagation analysis, equipment installation, system integration, and post-deployment performance testing. The scope of work is strictly confined to the geographic boundaries of Colombia Bogotá, encompassing the central business district, the northern residential corridors, and the southern industrial zones where Andina Telecom Infrastructure S.A.S. has identified expansion requirements.

The Telecommunication Engineer or team of engineers engaged under this Purchase Order must meet the following minimum qualifications:

• A minimum of a Bachelor's degree in Telecommunications Engineering, Electrical Engineering, or a closely related field from an accredited institution in Colombia or internationally recognized.
• Professional registration with the Colombian Chamber of Engineers (Cámara de Ingenieros) and valid professional license to practice in Colombia Bogotá.
• A minimum of five (5) years of progressive experience in the design and implementation of telecommunications infrastructure, with at least two (2) projects completed within the Colombia Bogotá metropolitan area.
• Certification in 5G network architecture, fiber-optic systems (ITU-T G.652/G.655), and wireless spectrum management as regulated by the Instituto Colombiano de Comunicaciones de Información y Tecnología (ICFT).
• Demonstrated proficiency in network simulation software including ATC, OPNET, and Cisco Packet Tracer.
• Fluency in Spanish for all on-site coordination in Colombia Bogotá; working proficiency in English for technical documentation.

• Payment Terms: Payment shall be made in three (3) equal installments: 40% upon execution of this Purchase Order and commencement of work in Colombia Bogotá; 40% upon completion of 75% of the project milestones; and 20% upon final acceptance and delivery of all documentation. All payments shall be made via bank transfer to the account designated by Global Telecom Solutions Ltda.
• Project Duration: The Telecommunication Engineer engagement shall span a period of one hundred and twenty (120) calendar days from the Required Start Date of July 1, 2025, through October 29, 2025, unless extended by mutual written agreement.
• Work Location: All on-site activities shall be conducted within the administrative boundaries of Colombia Bogotá. The Telecommunication Engineer shall comply with all local municipal regulations, traffic control ordinances, and public works permits required by the Alcaldía Mayor de Bogotá.
• Insurance and Liability: The service provider shall maintain comprehensive professional liability insurance and workers' compensation coverage for all Telecommunication Engineer personnel operating in Colombia Bogotá for the full duration of this Purchase Order.
• Confidentiality: All network schematics, frequency allocations, customer data, and proprietary infrastructure plans shared in connection with this Purchase Order shall be treated as strictly confidential. The Telecommunication Engineer shall sign a Non-Disclosure Agreement (NDA) prior to commencing any work in Colombia Bogotá.
• Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Telecommunication Engineer shall be compensated for all work completed and documented up to the termination date.
• Governing Law: This Purchase Order shall be governed by and interpreted in accordance with the commercial and civil laws of the Republic of Colombia. Any disputes arising from this Purchase Order related to the Telecommunication Engineer services in Colombia Bogotá shall be resolved through binding arbitration in Bogotá, Cundinamarca, in accordance with the rules of the Centro de Arbitraje y Conciliación de la Cámara de Comercio de Bogotá.
• Taxes: All prices stated in this Purchase Order are inclusive of applicable Value Added Tax (IVA) at the current Colombian rate of 19%, unless otherwise specified. The Telecommunication Engineer's compensation is subject to Colombian labor and tax regulations.
