This Purchase Order is issued by Safaricom Infrastructure Division Ltd. to engage the services of a qualified Telecommunication Engineer to perform comprehensive network design, installation, testing, and maintenance activities across multiple base station sites located in and around Kenya Nairobi. The Telecommunication Engineer shall be responsible for the end-to-end delivery of 4G LTE and 5G NR infrastructure upgrades, fiber optic backbone deployment, and microwave link commissioning as specified in the attached technical annexures.

The scope of work under this Purchase Order encompasses the following deliverables to be executed within the Nairobi metropolitan area and its immediate environs in Kenya Nairobi:

  • Design and deployment of 120 new 4G LTE base transceiver stations (BTS) across Nairobi County, including sites in Westlands, Kilimani, Kasarani, Embakasi, and Thika Road corridors.
  • Installation and configuration of 5G NR small cells in high-density urban zones of Kenya Nairobi, specifically targeting the CBD, Upper Hill, and Ngong Road commercial districts.
  • Laying and splicing of 85 kilometers of single-mode fiber optic cable to establish the backhaul network connecting all new sites to the central core network node located in Nairobi.
  • Commissioning and optimization of 35 point-to-point microwave radio links operating in the 18 GHz and 23 GHz frequency bands to ensure redundancy for critical infrastructure in Kenya Nairobi.
  • Conducting drive tests, RF optimization, and performance benchmarking across all deployed sites to meet the Quality of Service (QoS) thresholds defined in the Kenya Communications Authority (CA) regulatory framework.
  • Provision of a minimum of six (6) months of post-deployment warranty support, including on-call response within four (4) hours for any critical network fault arising in the Kenya Nairobi operational area.

The Telecommunication Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Telecommunication Engineering, Electrical Engineering, or a closely related discipline from a recognized institution. The candidate must possess a minimum of eight (8) years of progressive professional experience in mobile network infrastructure, with at least three (3) years of hands-on experience in 5G NR deployment. The Telecommunication Engineer must be registered with the Engineering Board of Kenya (EBK) and hold a valid Practicing Certificate. Additionally, the Telecommunication Engineer must demonstrate proficiency in network planning tools including Atoll, Planet, and NEM, as well as familiarity with the Kenya Communications Authority licensing and spectrum allocation regulations applicable to operations in Kenya Nairobi.

Payment Terms: Payment shall be made in three (3) milestones: 30% upon acceptance of this Purchase Order and mobilization of the Telecommunication Engineer to the Kenya Nairobi project sites; 50% upon successful commissioning and handover of all 120 sites; and 20% upon completion of the six-month warranty period with no outstanding critical defects. All payments shall be made via bank transfer to the account designated by East Africa Telecom Solutions Ltd. within fourteen (14) calendar days of invoice submission.

The Telecommunication Engineer shall commence work on all Kenya Nairobi sites no later than 1st July 2025. The full deployment, including all 120 BTS installations, fiber backbone, and microwave links, shall be completed by 31st October 2025. The six-month warranty period shall commence upon the final handover certificate being signed by both parties. Any delays attributable to the Telecommunication Engineer shall attract a liquidated damages charge of KES 250,000 per calendar day of delay, up to a maximum of 10% of the total Purchase Order value.

  • This Purchase Order is governed by the laws of the Republic of Kenya, and any disputes shall be resolved through arbitration in Nairobi in accordance with the Arbitration Act, 1995.
  • The Telecommunication Engineer shall comply with all applicable regulations of the Kenya Communications Authority, the National Environment Management Authority (NEMA), and the Occupational Safety and Health Act (OSHA) throughout the duration of the project in Kenya Nairobi.
  • The Service Provider shall maintain comprehensive professional indemnity insurance of not less than KES 50,000,000 and public liability insurance of not less than KES 20,000,000 for the entire project period.
  • All intellectual property, network design documents, and as-built drawings produced under this Purchase Order shall become the sole property of Safaricom Infrastructure Division Ltd. upon full payment.
  • Either party may terminate this Purchase Order with thirty (30) days written notice in the event of material breach by the other party, subject to the dispute resolution mechanism outlined herein.
  • The Telecommunication Engineer shall ensure that all sub-contracted personnel operating in Kenya Nairobi hold valid work permits and comply with the Immigration Act of Kenya.

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of a Telecommunication Engineer for the described infrastructure project in Kenya Nairobi. This document constitutes a binding contractual agreement upon execution by both authorized representatives.
