2. Description of Goods and Services

This Purchase Order is issued by the Federal Communications Infrastructure Authority (hereinafter referred to as the "Buyer") to Nexus Telecom Solutions Ltd. (hereinafter referred to as the "Supplier") for the engagement of a qualified Telecommunication Engineer to provide specialized technical services within the Nigeria Abuja metropolitan area and its immediate environs. The scope of work encompasses the design, installation, commissioning, and maintenance of fiber-optic backbone networks, microwave transmission links, and base station infrastructure across designated zones in Nigeria Abuja.

3. Scope of Work and Deliverables

The Telecommunication Engineer engaged under this Purchase Order shall perform the following duties exclusively within the Nigeria Abuja operational zone:

  • Conduct comprehensive site surveys and feasibility studies for all telecommunication infrastructure projects located in Nigeria Abuja, including but not limited to the Wuse, Garki, Maitama, and Gwarinpa districts.
  • Prepare detailed engineering drawings, network topology diagrams, and technical specifications for the fiber-optic and microwave systems to be deployed across Nigeria Abuja.
  • Oversee the physical installation, cabling, splicing, and testing of all telecommunication equipment at designated sites in Nigeria Abuja, ensuring compliance with NCC (Nigerian Communications Commission) standards.
  • Perform quarterly preventive maintenance inspections and respond to corrective maintenance requests within 24 hours for all infrastructure under this contract in Nigeria Abuja.
  • Deliver a minimum of four (4) structured training sessions per quarter for FCIA technical staff at the Nigeria Abuja Training Centre, covering network troubleshooting, signal propagation, and equipment handling.
  • Submit monthly progress reports and a final comprehensive technical report upon completion of all deliverables specified in this Purchase Order.
4. Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All services described herein shall be rendered by a certified Telecommunication Engineer holding a valid NCC professional license and a minimum of eight (8) years of relevant experience in Nigeria Abuja and the broader Nigerian telecommunications sector.
  2. The Supplier shall ensure that the Telecommunication Engineer assigned to this Purchase Order is fully insured, including professional indemnity insurance and workers' compensation, valid throughout the duration of the contract in Nigeria Abuja.
  3. All work shall be performed in strict accordance with the Nigerian Communications Act, 2003, and all applicable regulations of the Nigerian Communications Commission (NCC) as they pertain to telecommunication infrastructure in Nigeria Abuja.
  4. Payment shall be made in Nigerian Naira (NGN) within thirty (30) calendar days of receipt of a valid invoice and verified completion of the corresponding milestone. Late payments shall attract interest at the rate of 1.5% per month.
  5. The Supplier shall bear all costs associated with transportation, accommodation, and logistics of the Telecommunication Engineer within Nigeria Abuja unless otherwise agreed in writing by the Buyer.
  6. Any variation or amendment to this Purchase Order must be documented in a written addendum signed by both parties. No verbal modifications shall be recognized.
  7. In the event of default or failure to meet the performance benchmarks outlined in this Purchase Order, the Buyer reserves the right to terminate the contract with fourteen (14) days' written notice, subject to the provisions of the Nigerian Contracts Act.
  8. All intellectual property, technical documentation, and engineering designs produced under this Purchase Order shall remain the exclusive property of the Buyer. The Telecommunication Engineer shall sign a non-disclosure agreement prior to commencing work in Nigeria Abuja.
  9. Disputes arising from this Purchase Order shall be resolved through arbitration in Nigeria Abuja in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria, 2004.
5. Commencement and Completion

The Telecommunication Engineer shall commence all activities under this Purchase Order no later than 1 July 2025. The full scope of work, including all maintenance cycles and training sessions, shall be completed by 30 June 2026. All deliverables must be physically located and operational within Nigeria Abuja at the time of final acceptance.
