This Purchase Order is issued by Al-Meezan Infrastructure Solutions (Pvt.) Ltd. to TeleTech Professional Services (Pvt.) Ltd. for the engagement of a qualified Telecommunication Engineer to provide specialized technical services for the design, installation, testing, and commissioning of a 4G/LTE base station network across the Pakistan Karachi metropolitan area. The Telecommunication Engineer shall be responsible for ensuring full compliance with Pakistan Telecommunication Authority (PTA) regulations and industry standards applicable within the Pakistan Karachi jurisdiction.
The scope of work assigned to the Telecommunication Engineer includes, but is not limited to: site survey and feasibility analysis for twelve (12) new cell tower locations in the Pakistan Karachi region; RF link budget calculations and propagation modeling; hardware installation of radio units, baseband units, and antenna arrays; fiber optic backhaul integration; network optimization and performance tuning; and preparation of as-built documentation for submission to the Pakistan Telecommunication Authority.

All services under this Purchase Order shall be executed exclusively within the Pakistan Karachi metropolitan area, including but not limited to the districts of Karachi East, Karachi West, and Karachi Central. The Telecommunication Engineer shall have full access to all designated project sites as coordinated by the Buyer's site management team. Travel and local transportation within Pakistan Karachi shall be borne by the Supplier as included in the unit prices stated above. The Telecommunication Engineer must carry valid identification and site access permits at all times while operating within the Pakistan Karachi project zones.
- Commencement: The Telecommunication Engineer shall report to the first project site in Pakistan Karachi within five (5) business days of the acceptance of this Purchase Order. The overall project duration shall not exceed one hundred twenty (120) calendar days from the commencement date.
- Payment Terms: Payment shall be made in three (3) milestones: 30% advance upon signing of this Purchase Order, 40% upon completion of installation at all twelve sites in Pakistan Karachi, and 30% upon final acceptance and submission of PTA compliance documentation. All payments shall be made via bank transfer to the Supplier's designated account within fifteen (15) days of invoice submission.
- Qualifications: The Telecommunication Engineer assigned to this Purchase Order must hold a minimum of a Bachelor's degree in Electrical/Electronic Engineering or Telecommunication Engineering from a HEC-recognized institution in Pakistan, possess a valid PTA-registered professional license, and demonstrate a minimum of fifteen (15) years of hands-on experience in 4G/LTE network deployment in the Pakistan Karachi region.
- Compliance: All work performed by the Telecommunication Engineer shall strictly adhere to Pakistan Telecommunication Authority (PTA) regulations, Pakistan Standards and Quality Control Authority (PSQCA) guidelines, and all applicable local bylaws governing telecommunication infrastructure in Pakistan Karachi.
- Insurance: The Supplier shall maintain comprehensive professional indemnity insurance and workers' compensation coverage for the Telecommunication Engineer throughout the duration of this Purchase Order, with a minimum coverage of PKR 50,000,000.
- Confidentiality: The Telecommunication Engineer shall treat all network architecture data, customer information, and proprietary designs as strictly confidential. This obligation shall survive the termination of this Purchase Order for a period of three (3) years.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Supplier shall be compensated for all work completed and verified up to the date of termination.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan. Any disputes shall be resolved through arbitration in Pakistan Karachi in accordance with the Arbitration Act, 1940.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions in Pakistan Karachi, or national emergencies.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of a Telecommunication Engineer for the Pakistan Karachi telecommunications infrastructure project. This Purchase Order constitutes a binding agreement between the Buyer and the Supplier effective from the date of the last signature.
