This Purchase Order is issued by Al-Riyadh Telecommunications Infrastructure Co. Ltd. to procure the professional services of a qualified Telecommunication Engineer to be deployed and stationed in Saudi Arabia Riyadh for the duration of the project. The Telecommunication Engineer shall be responsible for the design, implementation, testing, and commissioning of fiber-optic network infrastructure, 5G base station installations, and IP-based voice and data systems across the Riyadh metropolitan area. The scope encompasses site surveys, network architecture planning, equipment configuration, signal propagation analysis, and compliance verification in accordance with the Saudi Communications and IT Commission (CITC) regulations and the National Telecommunications and Information Technology (NTIA) standards applicable in Saudi Arabia Riyadh.
The Telecommunication Engineer must hold a minimum of a Bachelor's degree in Telecommunications Engineering, Electrical Engineering, or a closely related discipline, and possess no fewer than eight (8) years of progressive professional experience in large-scale network deployments. The engineer must be certified in at least one of the following: Cisco CCNP/CCIE, Huawei HCIP/HCIE, or Ericsson Certified Engineer. Additionally, the Telecommunication Engineer must demonstrate familiarity with Saudi Arabian building codes, municipal permitting processes in Riyadh, and the Vision 2030 smart city infrastructure guidelines.

- This Purchase Order shall be governed by and construed in accordance with the laws of the Kingdom of Saudi Arabia. Any disputes arising from this Purchase Order shall be resolved through arbitration in Riyadh, Saudi Arabia, in accordance with the rules of the Saudi Center for Commercial Arbitration (SCCA).
- The Telecommunication Engineer shall report to the Buyer's project management office located in Riyadh, Saudi Arabia, no later than 07:00 AM Saudi Arabia Standard Time (AST) on each working day. Working hours shall conform to the standard Saudi Arabian workweek (Sunday through Thursday).
- Payment shall be made in Saudi Riyals (SAR) via bank transfer to the Supplier's designated account. Invoices must be submitted within five (5) business days of milestone completion. The Buyer reserves the right to withhold payment for any deliverable that does not meet the specifications outlined in this Purchase Order.
- The Supplier warrants that the Telecommunication Engineer assigned to this Purchase Order shall hold a valid Saudi Arabian work permit (Iqama) and all necessary professional licenses. The Supplier shall bear full responsibility for any regulatory non-compliance in Saudi Arabia Riyadh.
- All intellectual property, network designs, and technical documentation produced under this Purchase Order shall become the exclusive property of the Buyer upon full payment.
- The Supplier shall maintain comprehensive professional liability insurance with a minimum coverage of SAR 5,000,000 for the duration of the engagement in Saudi Arabia Riyadh.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Buyer shall compensate the Supplier for all services rendered and approved deliverables up to the effective date of termination.
- The Telecommunication Engineer shall comply with all data protection and cybersecurity regulations issued by the National Cybersecurity Authority (NCA) of Saudi Arabia. All network credentials and sensitive data pertaining to the Riyadh infrastructure shall be handled in strict accordance with NCA directives.
- This Purchase Order does not constitute a permanent employment relationship. The Telecommunication Engineer shall remain an independent contractor or employee of the Supplier for all legal, tax, and social insurance purposes.
- Force majeure events, including but not limited to government-mandated shutdowns, natural disasters, or public health emergencies in Saudi Arabia Riyadh, shall suspend obligations under this Purchase Order for the duration of the event, provided written notice is given within 48 hours.
All deliverables under this Purchase Order shall be submitted to the Buyer's project office in Riyadh, Saudi Arabia, in both digital (PDF and native CAD/networking file formats) and hard-copy form. The Buyer shall have ten (10) business days to review and either accept or issue a written rejection with specific corrective actions. Failure to respond within the stipulated period shall constitute deemed acceptance. The Telecommunication Engineer shall attend all progress review meetings scheduled by the Buyer in Riyadh and shall provide weekly written status reports every Friday by 14:00 AST.
