2. Scope of Work & Description of Services

This Purchase Order is issued by Mzansi Network Infrastructure (Pty) Ltd to procure the professional services of a qualified Telecommunication Engineer to be deployed and operated within the metropolitan area of South Africa Johannesburg. The Telecommunication Engineer shall be responsible for the design, installation, commissioning, and ongoing maintenance of fibre-optic and wireless telecommunications infrastructure across the Sandton, Rosebank, and Midrand business districts. The scope includes but is not limited to:

  • Site surveys and feasibility assessments for new telecommunications node installations in the Johannesburg CBD and surrounding suburbs.
  • Design and engineering of 5G small-cell deployment plans compliant with ICASA (Independent Communications Authority of South Africa) regulations.
  • Installation and configuration of fibre-to-the-premises (FTTP) backbone cabling connecting three (3) data centres located in the Johannesburg economic corridor.
  • Performance testing, signal propagation analysis, and bandwidth optimisation of existing telecommunication links serving enterprise clients in South Africa Johannesburg.
  • Preparation of as-built documentation, network topology diagrams, and compliance reports in accordance with South African National Standards (SANS 10142-1).
  • On-site supervision of subcontracted civil works related to ducting, manhole construction, and pole mounting within the City of Johannesburg municipal boundaries.
  • Monthly performance reporting and quarterly strategic reviews with the Purchasing Entity's technical management team.

4. Delivery & Commencement Details

The Telecommunication Engineer shall commence all services no later than 1 July 2025 at the designated project sites within South Africa Johannesburg. All deliverables, including engineering drawings, compliance documentation, and commissioning reports, shall be submitted to the Purchasing Entity's Sandton office in both hard copy and electronic (PDF) format. The Telecommunication Engineer is required to maintain a minimum of four (4) on-site working days per week at the Johannesburg project locations. Travel and accommodation within the Johannesburg metropolitan area are included in the contracted rates. Any travel outside the City of Johannesburg municipal boundary shall be billed separately at cost with prior written approval from the Purchasing Entity.

5. Terms & Conditions
  1. This Purchase Order is governed by the laws of the Republic of South Africa. Any disputes arising from this Purchase Order shall be resolved through arbitration in Johannesburg in accordance with the rules of the Arbitration Foundation of Southern Africa (AFSA).
  2. The Telecommunication Engineer shall hold a valid South African Council for the Engineering and Technical Professions (SACE) registration and shall maintain all necessary professional indemnity insurance with a minimum cover of ZAR 5,000,000 for the duration of the contract.
  3. Payment shall be made within thirty (30) calendar days of receipt of a valid tax invoice. Late payments shall attract interest at the rate of 10% per annum as prescribed by the Late Payment of Interest and Costs Act, 2011 (South Africa).
  4. The Supplier warrants that all work performed by the Telecommunication Engineer shall comply with ICASA regulations, SANS standards, and the City of Johannesburg municipal by-laws governing telecommunications infrastructure.
  5. Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Purchasing Entity shall pay for all services rendered up to the effective date of termination.
  6. All intellectual property, design documents, and engineering data produced under this Purchase Order shall vest in the Purchasing Entity upon full payment.
  7. The Supplier shall comply with all applicable South African labour laws, including the Basic Conditions of Employment Act and the Occupational Health and Safety Act, for any personnel deployed in South Africa Johannesburg.
  8. This Purchase Order is valid for acceptance within thirty (30) days of the date of issue. Failure to accept within this period shall render this Purchase Order null and void.
6. Acceptance & Authorisation

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of the Telecommunication Engineer in South Africa Johannesburg.
