This Purchase Order is issued by Colombo Infrastructure Development Authority (CIDA) to procure the professional services of a qualified Telecommunication Engineer to be deployed and operational in Sri Lanka Colombo for a period of twelve (12) months. The Telecommunication Engineer shall be responsible for the design, implementation, testing, commissioning, and ongoing maintenance of the fibre-optic and wireless telecommunications infrastructure serving the Colombo metropolitan area. The scope of work includes but is not limited to the following:

All services rendered under this Purchase Order shall be executed within the boundaries of Sri Lanka Colombo, specifically covering the Western Province districts including Colombo 01 through Colombo 15. The Telecommunication Engineer shall report to the CIDA project office located at the World Trade Centre, Galle Road, Colombo 03, and shall conduct field operations across all designated sites within the Colombo metropolitan area. The Telecommunication Engineer is expected to be physically present in Sri Lanka Colombo for a minimum of five (5) working days per week, with on-call availability for emergency network outages during non-working hours.

Commencement Date: The services under this Purchase Order shall commence on 01 July 2025, subject to the Telecommunication Engineer completing all onboarding, security clearance, and site-access procedures in Sri Lanka Colombo.
Payment Terms: Payment shall be made on a monthly basis within thirty (30) days of receipt of a valid invoice from the supplier. Invoices must reference this Purchase Order number (PO/SLC/2025/TE-0472) and shall be submitted to the CIDA Accounts Department in Colombo.
Qualifications: The Telecommunication Engineer assigned to this contract must hold a minimum of a Bachelor's degree in Electrical/Electronic Engineering or Telecommunications Engineering, a valid Sri Lankan Engineering Council (SLEC) registration, and a minimum of eight (8) years of relevant experience in fibre-optic and wireless network deployment in Sri Lanka Colombo or equivalent urban environments.
Performance Standards: The Telecommunication Engineer shall adhere to all applicable standards set by the Lanka Telecommunications Authority (LTA), the Sri Lanka Standards Institution (SLSI), and international standards including ITU-T and IEEE. All work performed in Sri Lanka Colombo must comply with local building codes and environmental regulations.
Insurance and Liability: The supplier shall maintain comprehensive professional indemnity insurance and public liability insurance covering all activities of the Telecommunication Engineer within Sri Lanka Colombo for the full duration of this Purchase Order.
Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Telecommunication Engineer shall complete all in-progress tasks and hand over documentation to CIDA within fourteen (14) days.
Confidentiality: All network schematics, customer data, and proprietary information encountered by the Telecommunication Engineer during operations in Sri Lanka Colombo shall be treated as strictly confidential and shall not be disclosed to any third party without written consent from CIDA.
Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Democratic Socialist Republic of Sri Lanka. Any disputes shall be resolved through arbitration in Colombo in accordance with the Arbitration Act of Sri Lanka.
Warranty: All work performed by the Telecommunication Engineer under this Purchase Order shall carry a warranty period of twelve (12) months from the date of commissioning. Any defects identified within this period in Sri Lanka Colombo shall be rectified at no additional cost to CIDA.

This Purchase Order constitutes a formal and binding request for the engagement of a Telecommunication Engineer for the telecommunications infrastructure project in Sri Lanka Colombo. By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this document.
