This Purchase Order is issued by Nile Valley Telecommunications Infrastructure Co. to formally engage the services of a qualified Telecommunication Engineer (or a team of Telecommunication Engineers) to design, deploy, test, and maintain telecommunications infrastructure across the Sudan Khartoum metropolitan area. The scope of this Purchase Order encompasses the full lifecycle of network engineering activities required to expand and modernize the regional fiber-optic backbone, cellular base stations, and last-mile connectivity solutions serving residential and commercial clients in Sudan Khartoum.

The Telecommunication Engineer engaged under this Purchase Order must satisfy the following minimum qualifications:

  • A minimum of a Bachelor's degree in Telecommunications Engineering, Electrical Engineering, or a closely related discipline from an accredited Sudanese or internationally recognized university.
  • A minimum of eight (8) years of progressive professional experience in telecommunications network design, deployment, and maintenance, with at least three (3) years of experience specifically in the Sudan Khartoum region or comparable African urban environments.
  • Certification in at least one of the following: Huawei Certified Network Engineer (HCNE), Cisco Certified Network Professional (CCNP), or equivalent industry-recognized credential.
  • Demonstrated proficiency in fiber-optic splicing, microwave link planning, 4G/5G cellular network optimization, and IP/MPLS routing protocols.
  • Valid professional registration with the Sudanese Engineers Syndicate and compliance with all local regulatory requirements set forth by the National Telecommunications and Information Technology Agency (NTIA) of Sudan.
  • Fluency in Arabic and working proficiency in English for all technical documentation and reporting.

All work under this Purchase Order shall be performed within the administrative boundaries of Sudan Khartoum, which includes the three cities of Khartoum, Omdurman, and Khartoum North. The Telecommunication Engineer shall have unrestricted access to all project sites, including the central exchange building on El-Merghani Street, the Omdurman relay tower compound, and the Khartoum North fiber distribution hub. The Supplier shall coordinate with local municipal authorities in Sudan Khartoum to obtain any necessary permits for pole mounting, trenching, or right-of-way usage prior to commencing fieldwork.

Payment under this Purchase Order shall be made on a monthly basis. The Telecommunication Engineer or the Supplier's authorized representative shall submit an itemized invoice by the 5th business day of each month, detailing hours worked, milestones achieved, and any additional materials consumed. Payment shall be processed within thirty (30) calendar days of invoice receipt via bank transfer to the account designated by the Supplier. A retention of five percent (5%) shall be withheld from each monthly payment and released in full upon satisfactory completion of the twelve-month contract term and final acceptance by the Buyer's project management team in Sudan Khartoum.

  1. This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. Any amendments to the scope, timeline, or financial terms must be documented in a written addendum signed by authorized representatives of both parties.
  2. The Telecommunication Engineer shall adhere to all applicable Sudanese labor laws, occupational health and safety regulations, and environmental protection standards in force in Sudan Khartoum at the time of performance.
  3. The Supplier shall maintain comprehensive professional liability insurance and workers' compensation coverage for the duration of this Purchase Order, with minimum coverage of SDG 5,000,000 per occurrence.
  4. All technical documentation, network diagrams, as-built drawings, and test reports produced by the Telecommunication Engineer under this Purchase Order shall become the exclusive property of the Buyer upon full payment.
  5. The Buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, persistent failure to meet performance benchmarks, or force majeure events that render performance in Sudan Khartoum impossible for a period exceeding sixty (60) consecutive days.
  6. Disputes arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be submitted to arbitration under the rules of the Sudanese Arbitration Center in Khartoum.
  7. The Telecommunication Engineer shall submit a comprehensive monthly progress report to the Buyer's project director, including network performance metrics, fault logs, and a forward-looking work plan for the following month.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order. The engagement of the Telecommunication Engineer under this document is effective from the date of the last signature and shall remain in force for the duration specified herein unless terminated earlier in accordance with the terms stated above.
