1. Description of ProcurementThis Purchase Order is issued by the Tanzania Telecommunications Infrastructure Authority (TTIA) to formally engage the services of a qualified Telecommunication Engineer for the design, deployment, commissioning, and maintenance of fiber-optic and wireless network infrastructure across the Tanzania Dar es Salaam metropolitan region. The scope of work encompasses the installation of 4G/5G base stations, subsea cable landing infrastructure, and backbone fiber-optic networks connecting key government and commercial districts within Tanzania Dar es Salaam.
2. Scope of ServicesThe contracted Telecommunication Engineer shall be responsible for the following deliverables:

Payment for this Purchase Order shall be made in Tanzanian Shillings (TZS) via bank transfer to the account designated by East African Telecom Solutions Ltd. The payment schedule is structured as follows: 30% advance payment upon signing of the contract, 40% upon successful commissioning of all infrastructure in Tanzania Dar es Salaam, 20% upon completion of the training program, and 10% upon successful completion of the 24-month warranty period. All payments are subject to verification by the TTIA project audit committee.
4. Delivery and TimelineThe Telecommunication Engineer shall mobilize all personnel and equipment to Tanzania Dar es Salaam within fourteen (14) calendar days of the effective date of this Purchase Order. The full project delivery, including all infrastructure commissioning and training, shall be completed within twelve (12) months from the date of mobilization. All work shall comply with the Tanzania Communications Regulatory Authority (TCRA) standards and the East African Community (EAC) telecommunications directives.
5. Qualifications and ComplianceThe Telecommunication Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Telecommunications Engineering or a related discipline, possess at least ten (10) years of progressive experience in large-scale network deployment, and hold valid professional certification from the Tanzania Engineering Council. The engineer must demonstrate prior experience working on infrastructure projects in Tanzania Dar es Salaam or comparable East African urban environments. All personnel deployed must hold valid work permits issued by the Immigration and Passport Department of the United Republic of Tanzania.
6. Terms and Conditions- This Purchase Order constitutes a binding agreement between the parties and shall be governed by the laws of the United Republic of Tanzania.
- The Telecommunication Engineer shall maintain comprehensive professional indemnity insurance with a minimum coverage of TZS 2,000,000,000 throughout the project duration.
- All intellectual property developed specifically for the Tanzania Dar es Salaam project shall vest in the Tanzania Telecommunications Infrastructure Authority upon full payment.
- The supplier shall comply with all environmental regulations applicable to infrastructure construction in Tanzania Dar es Salaam, including coastal zone management guidelines for the subsea cable landing station.
- Any disputes arising from this Purchase Order shall be resolved through arbitration in Tanzania Dar es Salaam in accordance with the Arbitration Act of Tanzania.
- The Telecommunication Engineer shall submit monthly progress reports to the TTIA project management office located in Tanzania Dar es Salaam.
- Force majeure events, including but not limited to natural disasters affecting the Tanzania Dar es Salaam coastline, shall be addressed through mutual written agreement between the parties.
- This Purchase Order may be amended only by written addendum signed by authorized representatives of both parties.
By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Telecommunication Engineer for the telecommunications infrastructure project in Tanzania Dar es Salaam.
