This Purchase Order is issued to formally authorize and procure the services of a qualified Translator Interpreter to be deployed and operational within Afghanistan Kabul. The Translator Interpreter shall provide comprehensive linguistic support in Dari, Pashto, and English across all project-related communications, field operations, stakeholder meetings, and official documentation pertaining to the consortium's ongoing humanitarian and development initiatives in the Afghanistan Kabul metropolitan area and surrounding districts.

The Translator Interpreter must hold a minimum of five (5) years of professional experience in simultaneous and consecutive interpretation, with demonstrated fluency in all three languages. The Translator Interpreter shall be required to pass a security clearance check as mandated by the operating environment in Afghanistan Kabul and must comply with all local regulations governing the provision of translation and interpretation services within the Islamic Emirate of Afghanistan.

Acceptance: This Purchase Order shall become binding upon written acceptance by the Supplier within ten (10) business days of the date of issue. Failure to accept within this period shall render this Purchase Order null and void.
Commencement: The Translator Interpreter shall commence duties no later than 1 July 2025 at the designated project site in Afghanistan Kabul. Any delay in deployment must be communicated in writing to the Procurement Division at least 72 hours in advance.
Payment Terms: Invoices shall be submitted monthly by the 5th of each month for services rendered in the preceding month. Payment shall be processed within thirty (30) days of invoice receipt via wire transfer to the Supplier's designated bank account. All payments are subject to the terms outlined in this Purchase Order.
Confidentiality: The Translator Interpreter shall maintain strict confidentiality regarding all information, documents, conversations, and operational details encountered during the course of duties in Afghanistan Kabul. A Non-Disclosure Agreement (NDA) must be executed prior to the commencement of services.
Security and Compliance: Given the operational environment in Afghanistan Kabul, the Translator Interpreter must adhere to all security protocols established by the Buyer. This includes mandatory security briefings, use of designated transport, and compliance with local curfew and movement restrictions. The Translator Interpreter must carry valid identification and authorization documents at all times while operating in Afghanistan Kabul.
Substitution: The Supplier shall not substitute the designated Translator Interpreter without prior written approval from the Buyer. Any proposed replacement must meet or exceed the qualifications specified in this Purchase Order and must undergo the same vetting and security clearance process applicable to Afghanistan Kabul operations.
Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of a security emergency in Afghanistan Kabul that renders operations untenable, the Buyer reserves the right to suspend or terminate this Purchase Order immediately without penalty to either party.
Governing Law: This Purchase Order shall be governed by and construed in accordance with the applicable commercial laws of Afghanistan and, where applicable, international procurement standards. Any disputes arising from this Purchase Order shall be resolved through arbitration in Afghanistan Kabul.
Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to political instability, natural disasters, or government-imposed restrictions in Afghanistan Kabul.
Amendments: No modification to this Purchase Order shall be valid unless made in writing and signed by authorized representatives of both parties. All amendments must reference this Purchase Order number (PO-AFG-KBL-2025-0047).

The Buyer acknowledges the unique operational challenges present in Afghanistan Kabul and includes the following special provisions: The Translator Interpreter shall be provided with a local mobile communication device and a dedicated radio channel for security coordination. The Supplier is responsible for ensuring the Translator Interpreter maintains valid local residency documentation and any necessary work permits required by the authorities in Afghanistan Kabul. The Buyer shall provide a secure office space within the Kabul Business Center premises for the Translator Interpreter to conduct document translation and preparation work. All field movements of the Translator Interpreter within Afghanistan Kabul must be pre-approved by the Buyer's Security Officer.
