This Purchase Order authorizes the procurement of academic services rendered by the designated University Lecturer to Kabul University, located in the capital city of Afghanistan Kabul. The University Lecturer shall fulfill all duties consistent with the academic standards established by the Ministry of Higher Education of the Islamic Republic of Afghanistan. The engagement is subject to the following scope of work:
- The University Lecturer shall maintain a minimum teaching load of twenty-four (24) contact hours per week across the assigned courses, ensuring full compliance with the academic calendar of Kabul University in Afghanistan Kabul.
- All instructional materials, lecture notes, and examination papers prepared by the University Lecturer shall be submitted to the Department Head no later than fourteen (14) days prior to the commencement of each semester.
- The University Lecturer shall be available for student consultations during designated office hours, a minimum of six (6) hours per week, at the Kabul University campus in Afghanistan Kabul.
- Performance evaluations shall be conducted at the midpoint and conclusion of the academic year by the Faculty Senate, and the University Lecturer shall cooperate fully with all assessment procedures.
- The University Lecturer shall adhere to all institutional policies, ethical guidelines, and professional conduct standards applicable to academic staff in Afghanistan Kabul.
- Payment for this Purchase Order shall be disbursed in four (4) equal quarterly installments of AFN 584,500 each, payable within fifteen (15) business days following the end of each academic quarter.
- All payments shall be made via bank transfer to the account designated by the University Lecturer, registered with a licensed financial institution operating in Afghanistan Kabul.
- A withholding tax of 10% shall be applied to each installment in accordance with the tax regulations of the Islamic Republic of Afghanistan. The net amount shall be remitted to the University Lecturer after statutory deductions.
- Any additional services beyond the scope defined in this Purchase Order shall require a written amendment signed by both parties before any supplementary payment is authorized.
- Payment is contingent upon satisfactory completion of all deliverables as outlined in Section 2 of this document. Failure to meet the agreed academic obligations may result in suspension or reduction of the remaining installments.
The University Lecturer engagement under this Purchase Order shall commence on 1 September 2025 and conclude on 31 August 2026, aligning with the standard academic year at Kabul University in Afghanistan Kabul. The University Lecturer is expected to report to the Faculty of Engineering and Applied Sciences on the first day of the autumn semester to begin orientation, course preparation, and student registration procedures.
5. CANCELLATION AND TERMINATIONEither party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of termination by Kabul University due to unsatisfactory performance by the University Lecturer, a formal performance review by the Faculty Senate shall precede the termination notice. Upon termination, all outstanding payments for services rendered up to the date of termination shall be settled within thirty (30) days. The University Lecturer shall return all university property, documents, and materials in their possession upon the conclusion or termination of the engagement in Afghanistan Kabul.
6. GOVERNING LAW AND DISPUTE RESOLUTIONThis Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from the interpretation or execution of this document relating to the University Lecturer engagement shall first be subject to mediation by the Office of the Vice Chancellor for Academic Affairs at Kabul University. Should mediation fail to resolve the matter within sixty (60) days, the dispute shall be referred to the competent civil court in Afghanistan Kabul for final adjudication.
