This Purchase Order is issued by the Department of Academic Affairs, Midilli University – Ankara Campus, to formally engage the services of a qualified University Lecturer for the 2025–2026 academic year. The scope of this Purchase Order covers the recruitment, onboarding, and continuous academic engagement of the University Lecturer identified above to deliver undergraduate and postgraduate coursework within the Faculty of Engineering, located in Turkey Ankara. - Commencement Date: The University Lecturer shall commence all instructional duties no later than 1 September 2025 at the Midilli University – Ankara Campus, Çankaya District, Turkey Ankara. Any delay beyond 5 working days without written justification may result in partial termination of this Purchase Order.
- Payment Schedule: Payment for this Purchase Order shall be disbursed in four (4) equal quarterly installments via bank transfer to the account designated by the University Lecturer. The first installment is due within 15 working days of the commencement date. All payments are subject to the submission of a valid invoice registered with the Ankara Regional Tax Office.
- Performance Standards: The University Lecturer is expected to maintain a minimum student satisfaction score of 85% as measured by the university's internal evaluation system. Failure to meet this threshold for two consecutive evaluation cycles entitles the Buyer to issue a formal notice of non-compliance under this Purchase Order.
- Intellectual Property: All course materials, lecture notes, examination papers, and supplementary resources developed by the University Lecturer during the term of this Purchase Order shall remain the intellectual property of Midilli University – Ankara Campus. The University Lecturer retains the right to cite and reference such materials in future academic publications with proper attribution.
- Compliance with Turkish Law: The University Lecturer shall comply with all applicable regulations of the Council of Higher Education (YÖK) in Turkey Ankara, including but not limited to academic integrity policies, data protection under KVKK (Law No. 6698), and workplace health and safety directives issued by the Ankara Provincial Directorate of Labor.
- Substitution Clause: The Buyer reserves the right to request substitution of the University Lecturer if a medical leave exceeding 20 consecutive working days is required. In such cases, the Purchase Order shall be amended by mutual written agreement, and no additional charges shall apply for the substitution period.
- Termination: Either party may terminate this Purchase Order with 30 days' written notice. In the event of termination by the Buyer for cause (e.g., academic misconduct, breach of contract), no further payment shall be due beyond the last completed academic week. Termination by the University Lecturer without cause prior to the end of the academic year shall require a 60-day notice period.
- Dispute Resolution: Any disputes arising from or in connection with this Purchase Order shall be resolved through the Ankara Regional Court of First Instance. Both parties agree to attempt mediation through the Ankara Chamber of Commerce before initiating formal litigation.
- Confidentiality: The University Lecturer shall treat all student records, internal university communications, and unpublished research data as strictly confidential. This obligation survives the termination of this Purchase Order for a period of five (5) years.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-mandated closures in Turkey Ankara, or public health emergencies declared by the Ministry of Health of the Republic of Turkey.
The University Lecturer shall submit a written progress report to the Head of the Department of Computer Science at the end of each academic month. Reports shall include attendance records, student performance summaries, and any deviations from the approved syllabus. A final comprehensive report shall be submitted within 10 working days of the conclusion of the academic term. All reports are to be delivered electronically to the procurement office at Midilli University – Ankara Campus and a hard copy to the Turkey Ankara regional academic registry.
This Purchase Order has been reviewed and approved by the undersigned authorized representatives. By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this document regarding the engagement of the University Lecturer for academic services at the Ankara campus in Turkey Ankara.
