This Purchase Order is issued by the International Development & Media Consortium (IDMC) to formally engage the services of a qualified professional Videographer for the production of documentary, promotional, and operational video content in Afghanistan Kabul. The selected Videographer shall be responsible for capturing high-quality visual media that documents humanitarian programs, community development initiatives, and organizational milestones conducted within the Kabul metropolitan area and its surrounding districts. The Videographer must possess a minimum of five (5) years of professional experience in field videography, with demonstrated familiarity with the cultural, logistical, and security considerations unique to working in Afghanistan Kabul.

3. TERMS AND CONDITIONS
  1. Acceptance: This Purchase Order constitutes a binding agreement upon written acceptance by the Videographer or their authorized representative. The Videographer must confirm acceptance in writing within five (5) business days of receipt of this Purchase Order.
  2. Performance Period: All Videographer services shall be performed between July 1, 2025, and August 30, 2025, within Afghanistan Kabul and its immediate surrounding areas as specified in the Scope of Work.
  3. Security and Compliance: The Videographer shall comply with all local Afghan regulations, security protocols, and organizational safety guidelines while operating in Afghanistan Kabul. The Videographer must carry valid identification, work permits, and any necessary filming licenses issued by the relevant authorities in Kabul.
  4. Intellectual Property: All raw footage, edited videos, and derivative works produced by the Videographer under this Purchase Order shall be the exclusive property of IDMC. The Videographer grants a full, irrevocable, royalty-free license to the Buyer for all uses including broadcast, digital distribution, and archival purposes.
  5. Payment Terms: Payment shall be made in three (3) installments: 30% upon contract execution, 40% upon completion of on-site Videographer filming in Afghanistan Kabul, and 30% upon final delivery and acceptance of all edited deliverables. Payments shall be processed via wire transfer to the vendor's designated bank account in Kabul.
  6. Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to security incidents, political instability, natural disasters, or government-imposed restrictions in Afghanistan Kabul.
  7. Termination: Either party may terminate this Purchase Order with fourteen (14) days written notice. In the event of termination, the Videographer shall be compensated for all services rendered and approved deliverables completed up to the date of termination.
  8. Confidentiality: The Videographer shall maintain strict confidentiality regarding all sensitive operational details, personnel identities, and location data encountered while performing services in Afghanistan Kabul. A separate Non-Disclosure Agreement (NDA) is attached as Appendix A.
  9. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Kabul, Afghanistan, and if unresolved, through arbitration under the rules of the International Chamber of Commerce (ICC).
  10. Insurance: The Videographer shall maintain comprehensive professional liability insurance, equipment insurance, and personal accident coverage for the duration of the engagement in Afghanistan Kabul, with minimum coverage of USD 500,000.
4. QUALIFICATION REQUIREMENTS FOR THE VIDEOTOGRAPHER

The Videographer engaged under this Purchase Order must demonstrate the following qualifications: a minimum of five (5) years of professional videography experience; proficiency in operating cinema-grade cameras (Sony FX series, RED, or equivalent); experience with aerial drone videography (FAA/CAA certified); working knowledge of Dari and Pashto languages for on-site coordination in Afghanistan Kabul; prior experience working in conflict-affected or high-security environments; and a portfolio of at least ten (10) completed documentary or promotional video projects. The Videographer must also provide references from at least two (2) previous clients operating in the Afghanistan region.
