This Purchase Order is issued by the Ministry of Digital Transformation, headquartered in Afghanistan Kabul, to formally engage the services of a qualified Web Designer for the development, design, and maintenance of the ministry's official public-facing website and internal digital portal. The scope of this Purchase Order encompasses the complete redesign of the existing web infrastructure, the creation of a responsive and accessible user interface, and the ongoing technical support required to ensure the platform remains operational and secure throughout the contract period.
The Web Designer engaged under this Purchase Order shall be responsible for producing a modern, culturally appropriate, and technically robust digital presence for the ministry. All design work must reflect the national identity of Afghanistan while adhering to international web design standards, including WCAG 2.1 accessibility guidelines. The Web Designer shall deliver all assets, source code, and documentation in formats specified by the buyer's technical team in Afghanistan Kabul.

All prices are quoted in Afghan Afghani (AFN). Applicable taxes, if any, shall be added as per the tax regulations of Afghanistan Kabul. Payment terms: 40% upon contract signing, 40% upon delivery of the completed website, and 20% upon successful completion of the 6-month maintenance period.
The Web Designer shall deliver all project milestones in accordance with the following schedule, with all work to be conducted primarily from the supplier's office in Afghanistan Kabul or remotely as mutually agreed:
- Phase 1 (Weeks 1–3): Discovery, wireframing, and design mockups. The Web Designer shall present initial concepts to the buyer's review committee in Kabul.
- Phase 2 (Weeks 4–7): Full UI design, responsive development, and CMS integration.
- Phase 3 (Week 8): Security hardening, performance testing, and final QA.
- Phase 4 (Week 9): Deployment, staff training, and handover of all source materials.
- Phase 5 (Months 2–7): Ongoing maintenance, bug fixes, and monthly performance reports.
- This Purchase Order is governed by the commercial laws of the Islamic Emirate of Afghanistan and shall be interpreted in accordance with the legal framework applicable in Afghanistan Kabul.
- The Web Designer warrants that all design assets, code, and intellectual property delivered under this Purchase Order shall be original and free from any third-party claims or encumbrances.
- The Web Designer shall maintain full confidentiality regarding all data, documents, and internal systems accessed during the course of this engagement. A separate Non-Disclosure Agreement (NDA) is attached as Annex A.
- Any changes to the scope of work must be approved in writing by both parties through a formal Change Order amendment to this Purchase Order.
- The Web Designer shall comply with all applicable data protection and cybersecurity regulations in force in Afghanistan Kabul at the time of service delivery.
- In the event of a dispute, both parties agree to first attempt resolution through good-faith negotiation in Kabul. Should negotiation fail, the matter shall be referred to the competent commercial court in Kabul, Afghanistan.
- This Purchase Order becomes effective upon signature by both parties and remains valid for the duration specified in Section 3, unless terminated earlier by mutual written consent or for cause as defined herein.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Web Designer in Afghanistan Kabul.
