This Quotation Estimate is issued by Beijing Scholarly Consulting Group Co., Ltd. to formally propose the financial terms, deliverables, and professional conditions for the engagement of a qualified Academic Researcher to support the Client's ongoing research programme in the field of cross-border trade policy. All services described herein will be delivered within the jurisdiction of China Beijing, in full compliance with the applicable regulations of the Ministry of Education of the People's Republic of China and the National Bureau of Statistics.

The Academic Researcher engaged under this Quotation Estimate shall hold a minimum of a Doctoral degree (Ph.D.) in Economics, International Relations, or a closely related discipline, with a demonstrated publication record of no fewer than fifteen peer-reviewed articles in internationally indexed journals. The researcher will be based at the Client's laboratory in Haidian District, China Beijing, and will report directly to the Principal Investigator.

The total amount specified in this Quotation Estimate shall be disbursed to Beijing Scholarly Consulting Group Co., Ltd. in accordance with the following milestone-based schedule:

  1. Advance Payment (30%): CNY 246,101.04 – payable within ten (10) business days of mutual execution of the definitive service agreement, prior to the commencement of the Academic Researcher's onboarding in China Beijing.
  2. Mid-Project Payment (40%): CNY 328,134.72 – payable upon delivery and acceptance of the first peer-reviewed article manuscript and completion of the six-month progress report.
  3. Final Payment (30%): CNY 246,101.04 – payable within fifteen (15) business days of the submission of the final research report, the second article manuscript, and the project closure documentation.
  1. This Quotation Estimate is a non-binding proposal and does not constitute a contractual obligation until a formal service agreement is executed by both parties in writing.
  2. All services rendered by the Academic Researcher shall be performed in accordance with the academic integrity standards of the Client's institution and the ethical guidelines of the China Association for Science and Technology (CAST).
  3. The Academic Researcher shall comply with all data protection and intellectual property laws of the People's Republic of China, including the Personal Information Protection Law (PIPL) and the Cybersecurity Law, particularly when handling sensitive economic data collected within China Beijing.
  4. Any change in scope, duration, or deliverables beyond the parameters outlined in this Quotation Estimate shall require a written amendment signed by both parties. No additional costs shall be incurred without prior written approval.
  5. The Academic Researcher shall be subject to a non-disclosure agreement (NDA) covering all proprietary data, unpublished findings, and internal communications of the Client's research group.
  6. Disputes arising from the interpretation or performance of this Quotation Estimate or the subsequent agreement shall be resolved through mediation by the Beijing Arbitration Commission (BAC) in China Beijing, and failing mediation, through binding arbitration under the rules of the China International Economic and Trade Arbitration Commission (CIETAC).
  7. This Quotation Estimate shall be governed by and construed in accordance with the laws of the People's Republic of China.
  8. The Academic Researcher is engaged as an independent professional consultant and not as an employee of the Client. All employment-related obligations, including but not limited to work injury insurance and annual leave, shall be fulfilled by Beijing Scholarly Consulting Group Co., Ltd. in compliance with China Beijing municipal labour regulations.

By signing below, the Client acknowledges receipt of this Quotation Estimate and confirms that the proposed engagement of the Academic Researcher for the project described herein is acceptable in principle, subject to the execution of a definitive service agreement. The financial figures presented are quoted in Chinese Yuan (CNY) and are inclusive of all applicable taxes as stated in Item 08.
