This Quotation Estimate is issued by Meridian Aerospace Consulting Group Inc. to provide Northwind Aviation Systems Ltd. with a comprehensive, itemized cost breakdown for the professional services of a senior Aerospace Engineer engaged in the redesign and certification support of a next-generation turbofan propulsion module. All services described herein will be delivered in Canada Toronto, utilizing our dedicated engineering laboratories, computational fluid dynamics (CFD) simulation suites, and wind-tunnel access facilities located in the Toronto industrial corridor. This Quotation Estimate reflects current market rates for Aerospace Engineer expertise in the Canada Toronto region as of the date of issue and is subject to the terms and conditions outlined in Section 7.
The Aerospace Engineer assigned to this engagement will perform the following deliverables within the Canada Toronto operational area:
- Propulsion System Redesign: Full-cycle redesign of the high-pressure turbine (HPT) blade geometry, including aerodynamic optimization, thermal stress analysis, and fatigue life prediction using industry-standard tools (ANSYS Fluent, NASTRAN, and CATIA V5).
- CFD Simulation & Validation: Execution of a minimum of 450 computational fluid dynamics runs to validate pressure distributions, heat transfer coefficients, and flow separation characteristics under 12 distinct flight-envelope conditions.
- Structural Integrity Assessment: Finite element analysis (FEA) of the redesigned HPT assembly, including creep-fatigue interaction modelling compliant with CS-25 and EASA Part 21J requirements.
- Regulatory & Certification Support: Preparation of technical data packages, design rationale reports, and coordination with Transport Canada's Aircraft Certification Office (ACO) for type-certificate amendment processing.
- On-Site Technical Oversight: A minimum of 120 hours of on-site presence at the Northwind facility in Canada Toronto for prototype fabrication oversight, non-destructive testing (NDT) review, and assembly verification.
- Documentation & Reporting: Delivery of a final engineering report (minimum 350 pages), including all calculation sheets, simulation outputs, test data summaries, and a recommended maintenance interval schedule.

The Aerospace Engineer engagement is scheduled to commence on August 4, 2025 and is projected for completion by March 28, 2026, representing an approximate 38-week delivery window. All on-site activities in Canada Toronto will be coordinated with Northwind's production schedule to minimize disruption to ongoing manufacturing operations. Milestone deliverables are detailed in the attached Project Schedule (Appendix A, not included in this Quotation Estimate).
- This Quotation Estimate assumes that all required test articles, raw materials, and fabrication services are procured and provided by Northwind Aviation Systems Ltd. at their own cost.
- Any scope changes exceeding 10% of the original Aerospace Engineer workload will be subject to a revised Quotation Estimate issued within five (5) business days.
- Costs for international travel, third-party laboratory testing outside Canada Toronto, and expedited certification fees are excluded unless explicitly approved in writing.
- All rates are quoted in Canadian Dollars (CAD) and are valid for the 30-day period stated above.
- 25% – Due upon execution of this Quotation Estimate (Mobilization & Kick-off)
- 30% – Due upon completion of CFD Simulation & FEA deliverables (Week 16)
- 25% – Due upon completion of On-Site Oversight & NDT Review (Week 30)
- 20% – Due upon delivery of Final Engineering Report & ACO submission (Week 38)
Payments are due within thirty (30) days of invoice date. Late payments will accrue interest at 1.5% per month in accordance with Ontario's Construction Act and applicable commercial law in Canada Toronto.
- This Quotation Estimate does not constitute a binding contract until countersigned by both parties and a formal Service Agreement is executed.
- Meridian Aerospace Consulting Group Inc. shall maintain professional liability insurance of no less than $5,000,000 CAD, with Northwind named as an additional insured.
- All intellectual property, simulation data, and engineering documentation produced under this engagement shall become the sole property of Northwind upon full payment.
- The Aerospace Engineer shall comply with all applicable Canadian regulations, including the Aeronautics Act, Aeronautics Regulations, and Ontario occupational health and safety legislation.
- Confidentiality obligations shall survive termination of this engagement for a period of five (5) years.
- Governing law: The Province of Ontario, Canada. All disputes shall be resolved through arbitration in Toronto, Ontario, in accordance with the rules of the Arbitration Institute of the Ontario Bar Association.
