This Quotation Estimate is formally issued by AeroTech Consulting & Engineering Solutions Ltd. in response to the Request for Proposal (RFP) No. MTL/2025/117 issued by the Ministry of Transport & Logistics of the Democratic Republic of Congo. The purpose of this document is to provide a comprehensive, itemized, and transparent cost breakdown for the engagement of a senior Aerospace Engineer to deliver specialized technical advisory services in support of the Kinshasa International Airport (Francisco Mboya Airport) Expansion Phase II project.

The Aerospace Engineer services outlined in this Quotation Estimate are designed to address the unique operational, structural, and regulatory challenges associated with expanding aviation infrastructure in the DR Congo Kinshasa region. Given the tropical climate, high humidity, and specific air-traffic density patterns characteristic of the Kinshasa airspace, the Aerospace Engineer will apply internationally recognized engineering standards while adapting solutions to the local environmental and logistical context of DR Congo Kinshasa.

The Aerospace Engineer retained under this Quotation Estimate shall perform the following duties over a period of twelve (12) months, commencing upon contract execution:

  • Conduct a full aerodynamic and structural feasibility study for the proposed new terminal apron and taxiway extensions at Kinshasa International Airport.
  • Provide expert consultation on aircraft noise abatement procedures and emissions compliance in accordance with ICAO Annex 16, tailored to the DR Congo Kinshasa urban corridor.
  • Design and review the specifications for a new aerospace-grade materials testing laboratory to be established on-site in Kinshasa.
  • Deliver a comprehensive risk assessment covering extreme weather events (monsoon flooding, thermal stress) relevant to aerospace infrastructure in DR Congo Kinshasa.
  • Train a cohort of eight (8) local DR Congo engineers in aerospace systems maintenance, composite material inspection, and avionics integration.
  • Prepare a final technical report and a five-year maintenance roadmap for all aerospace infrastructure components delivered under Phase II.

Payment for the Aerospace Engineer services described in this Quotation Estimate shall be made in the following installments, all denominated in USD and payable via wire transfer to the account designated by AeroTech Consulting & Engineering Solutions Ltd.:

  • 30% upon contract signature and commencement of the Aerospace Engineer assignment in DR Congo Kinshasa.
  • 25% upon delivery and acceptance of the Aerodynamic & Structural Feasibility Study (Month 4).
  • 25% upon completion of the Materials Testing Laboratory commissioning and ICAO advisory deliverables (Month 8).
  • 20% upon final acceptance of the Technical Report, Maintenance Roadmap, and completion of the training programme (Month 12).
  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any request for services beyond this period shall require a revised Quotation Estimate.
  2. All Aerospace Engineer deliverables shall conform to ICAO, FAA, and EASA standards as applicable, and shall be submitted in both English and French to satisfy the bilingual requirements of DR Congo Kinshasa government agencies.
  3. The Aerospace Engineer shall comply with all local regulations of the Democratic Republic of Congo, including work-permit, tax, and customs obligations in Kinshasa.
  4. Intellectual property generated under this engagement shall be jointly owned by the Ministry of Transport & Logistics and AeroTech Consulting, with full usage rights granted to the DR Congo Kinshasa aviation authority.
  5. Force majeure events, including but not limited to civil unrest, epidemic, or infrastructure failure in DR Congo Kinshasa, shall suspend obligations without penalty for a period not exceeding sixty (60) days.
  6. Disputes arising from this Quotation Estimate shall be resolved through arbitration under the rules of the ICC, seated in Kinshasa, DR Congo.
Note: This Quotation Estimate does not include the cost of physical construction, civil works, or procurement of aerospace hardware (engines, airframes, ground support equipment). Those items are governed by separate procurement instruments. The Aerospace Engineer role is strictly advisory, design, and oversight in nature.
