This Quotation Estimate is issued by Meridian Aerospace Consulting Group in response to the formal request for professional services from the Ministry of Industry and Mineral Resources, Republic of Iraq. The scope encompasses the full engagement of a qualified Aerospace Engineer to deliver design review, structural analysis, systems integration oversight, and technical advisory services for the modernization of Iraq’s domestic aviation infrastructure and light aerospace manufacturing facilities located in and around Iraq Baghdad. All pricing, deliverables, and timelines presented in this Quotation Estimate are binding upon acceptance and are subject to the terms and conditions outlined in Section 7 below.

The Aerospace Engineer assigned to this project will operate primarily out of the Baghdad office and will conduct on-site inspections at the Al-Rusafa Industrial Zone, the Othman airfield maintenance hangars, and the technical training campus in Al-Mansour. The Aerospace Engineer’s responsibilities include, but are not limited to: aerodynamic performance audits of existing fleet components; structural fatigue analysis of airframe sections; propulsion system compliance reviews against ICAO and Iraqi Civil Aviation Authority (ICAA) standards; and the preparation of engineering reports in both English and Arabic for submission to Iraqi regulatory bodies.

The Aerospace Engineer engagement is scheduled to commence within fifteen (15) calendar days of written acceptance of this Quotation Estimate. The total project duration is estimated at one hundred and five (105) working days, followed by a twelve-month advisory retainer. A detailed Gantt chart and milestone schedule will be provided as an appendix upon contract execution. All critical deliverables will be submitted to the Iraq Baghdad project office no later than the dates specified in the approved schedule.

The lead Aerospace Engineer, Dr. Khalid Al-Rashid, holds a Ph.D. in Aerospace Engineering from the University of Baghdad (2008), a Master’s in Aeronautical Structures from Cranfield University, UK (2004), and is a registered Professional Engineer with the Iraqi Engineering Board. He has over eighteen (18) years of experience in civil and military aerospace programmes, including structural certification for the Iraqi Air Force C-130 fleet and design consultancy for regional UAV manufacturers. His support team comprises two (2) certified aerospace technicians and one (1) Arabic-speaking technical writer based in Iraq Baghdad.

  • Milestone 1 (25%): USD 70,250.00 — Due upon signed acceptance of this Quotation Estimate and commencement of the site survey phase.
  • Milestone 2 (30%): USD 84,300.00 — Due upon delivery and client approval of the FEA structural analysis reports (Item 3.2).
  • Milestone 3 (25%): USD 70,250.00 — Due upon completion of propulsion compliance and avionics integration oversight (Items 3.3 & 3.4).
  • Milestone 4 (20%): USD 56,200.00 — Due upon submission of final engineering reports and commencement of the advisory retainer (Item 3.5).

All payments shall be made via wire transfer to the account of Meridian Aerospace Consulting Group, Bank of Baghdad, Al-Mansour Branch, in US Dollars. Invoices will be issued in duplicate (English and Arabic) and are payable within thirty (30) days of receipt.

  • This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After expiry, all rates are subject to revision.
  • The Aerospace Engineer shall comply with all applicable Iraqi laws, ICAA regulations, and site safety protocols at all Iraq Baghdad work locations.
  • Intellectual property generated under this engagement shall be jointly owned by the client and Meridian Aerospace Consulting Group, with full disclosure rights to the Iraqi Ministry of Industry and Mineral Resources.
  • Force majeure events, including but not limited to security disruptions in Iraq Baghdad, shall extend project timelines on a day-for-day basis without penalty to either party.
  • Any change in scope beyond the items listed in Section 3 shall be documented in a formal Change Order signed by both parties before additional work commences.
  • This Quotation Estimate does not constitute a contract until countersigned by both parties and the first milestone payment is received.
