This Quotation Estimate is issued by Stratosphere Aerospace Consulting Sdn. Bhd. in response to the formal request for proposal received from the Malaysian Aerospace Industries Corporation (MAIC) Engineering Division, located in Malaysia Kuala Lumpur. The purpose of this document is to provide a comprehensive, itemized breakdown of professional fees, resource allocation, and associated costs for the engagement of a senior Aerospace Engineer to deliver structural integrity assessment, fatigue analysis, and regulatory certification support services in accordance with the Malaysian Aviation Authority (MAV) standards and applicable international aerospace regulations.
All pricing contained within this Quotation Estimate reflects the current market rates for specialized Aerospace Engineer services in the Malaysia Kuala Lumpur region, inclusive of applicable Goods and Services Tax (GST) at the prevailing rate of 8%. The rates have been benchmarked against the Malaysian Institute of Aeronautical Engineers (MIAE) professional fee guidelines and adjusted for the specific complexity of the project scope outlined below.
The Aerospace Engineer engaged under this Quotation Estimate shall perform the following duties and deliverables while operating out of the Malaysia Kuala Lumpur project site:
- Structural Integrity Assessment: Conduct a full finite element analysis (FEA) of the regional aircraft fuselage, wing box, and empennage structures using ANSYS and NASTRAN software suites, ensuring compliance with CS-25 and FAR Part 25 airworthiness requirements.
- Fatigue and Damage Tolerance Analysis: Perform spectral fatigue life predictions and damage tolerance evaluations for critical load-bearing components, including fastener joints, skin panels, and stringer attachments, in alignment with MAV certification standards.
- Composites Material Evaluation: Assess the structural performance of carbon-fibre-reinforced polymer (CFRP) panels used in the aircraft's primary structure, including delamination resistance, moisture ingress effects, and long-term creep behaviour under tropical Malaysia Kuala Lumpur operating conditions.
- Regulatory Documentation and Certification Support: Prepare and submit all necessary technical documentation, design assurance reports, and compliance matrices to the Malaysian Aviation Authority for type certification and continued airworthiness approval.
- On-Site Engineering Inspections: Perform a minimum of twelve (12) on-site inspections at the MAIC Hangar 7 facility in Malaysia Kuala Lumpur throughout the project duration, including non-destructive testing (NDT) supervision and dimensional verification of manufactured components.

Payment for the services described in this Quotation Estimate shall be made in accordance with the following schedule, payable within thirty (30) days of invoice issuance:
- Milestone 1 (25%): RM 220,725.00 – Upon execution of the Service Agreement and commencement of the Aerospace Engineer engagement.
- Milestone 2 (25%): RM 220,725.00 – Upon completion and acceptance of the Structural Integrity Assessment report (Month 3).
- Milestone 3 (25%): RM 220,725.00 – Upon completion and acceptance of the Fatigue and Damage Tolerance Analysis report (Month 5).
- Milestone 4 (25%): RM 220,725.00 – Upon final delivery of all certification documentation, MAV submission, and the comprehensive final engineering report (Month 6).
All payments shall be made via bank transfer to the account of Stratosphere Aerospace Consulting Sdn. Bhd. at Maybank Berhad, Malaysia Kuala Lumpur branch. Late payments shall attract interest at the rate of 2% per month or the maximum rate permitted under Malaysian law, whichever is lower.
- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Malaysia Kuala Lumpur.
- The Aerospace Engineer and support team shall adhere to all health, safety, and environmental (HSE) protocols mandated by MAIC and the Malaysian Department of Occupational Safety and Health (DOSH).
- All intellectual property, design data, and technical documentation generated under this engagement shall remain the exclusive property of MAIC upon full payment. Stratosphere Aerospace Consulting Sdn. Bhd. shall not reproduce or disclose such materials to third parties without written consent.
- Any changes to the scope of work beyond the parameters defined in Section 2 shall be subject to a supplementary Quotation Estimate and mutual written agreement prior to execution.
- This engagement is governed by the laws of Malaysia. Any disputes arising from this Quotation Estimate or the resulting Service Agreement shall be resolved through arbitration in Malaysia Kuala Lumpur in accordance with the rules of the Asian International Arbitration Centre (AIAC).
- Stratosphere Aerospace Consulting Sdn. Bhd. shall maintain professional indemnity insurance with a minimum coverage of RM 5,000,000 for the duration of the project.
- The Aerospace Engineer shall comply with all applicable Malaysian aviation regulations, including those issued by the Malaysian Aviation Authority (MAV) and the Malaysian Aviation Commission (MAVCOM).
By signing below, the client acknowledges and accepts the terms, conditions, and pricing set forth in this Quotation Estimate for the engagement of the Aerospace Engineer services in Malaysia Kuala Lumpur. This acceptance shall constitute a binding agreement upon countersignature by both parties.
