This Quotation Estimate is issued by Beijing Horizon Architectural Design Co., Ltd. (hereinafter referred to as "the Architect") to provide a comprehensive, itemized cost breakdown for the full scope of architectural design, engineering coordination, and project management services required for the Mixed-Use Commercial & Residential Complex located in Haidian District, Beijing, China. This document serves as a formal Quotation Estimate and does not constitute a binding contract until both parties execute the definitive Architectural Services Agreement in accordance with the regulations of the Ministry of Housing and Urban-Rural Development of the People's Republic of China.

The Architect shall deliver the following phases of design and consulting services, all conducted in compliance with the national building codes of China (GB 50001 series), the Beijing Municipal Urban Planning Regulations, and the applicable fire safety, seismic, and environmental standards governing construction in Beijing:

• Phase 1 — Feasibility & Concept Design: Site analysis of the Haidian District plot, massing studies, conceptual architectural drawings, preliminary structural and MEP coordination, and preparation of the planning application package for the Beijing Municipal Commission of Planning and Natural Resources.
• Phase 2 — Schematic Design: Development of schematic architectural drawings, 3D visualizations, material palettes, and preliminary cost estimation aligned with the client's budget parameters for the Beijing market.
• Phase 3 — Design Development: Detailed architectural drawings, structural engineering coordination, MEP system design, landscape architecture integration, and preparation of all documents required for the Construction Planning Permit issued by the Haidian District Government.
• Phase 4 — Construction Documentation: Full set of construction drawings (architectural, structural, MEP, landscape), specifications, and tender documents compliant with the Chinese construction bidding regulations.
• Phase 5 — Construction Administration: Site supervision, design queries, value engineering, and certification of completed works in accordance with the Architect's professional obligations under Chinese law.

Payment for the Architect's services shall be made in accordance with the following milestone-based schedule, invoiced in Renminbi (CNY) to the bank account designated by the Architect in Beijing:

• 20% upon execution of the Architectural Services Agreement and receipt of the project brief.
• 15% upon approval of the Concept Design package.
• 15% upon approval of the Schematic Design package.
• 20% upon submission of the Construction Planning Permit documentation to the Haidian District authorities.
• 15% upon delivery of the complete Construction Documentation set.
• 15% distributed monthly during the Construction Administration phase, subject to the Architect's monthly progress reports.

1. This Quotation Estimate is valid for sixty (60) days from the date of issue. After the expiry date, the Architect reserves the right to revise the pricing due to fluctuations in the Beijing construction market, material costs, or changes in applicable Chinese regulations.
2. All prices are quoted in Renminbi (CNY) and are inclusive of the Architect's professional fees, internal staff costs, software licensing, and standard travel within the Beijing municipal area. Travel to project sites outside Beijing will be billed at actual cost.
3. The Architect shall maintain professional indemnity insurance in accordance with the requirements of the Chinese Architectural Society and the Beijing Municipal Housing and Urban-Rural Development Commission.
4. Intellectual property of all design documents, drawings, and 3D models produced by the Architect shall remain the property of the Architect until full payment is received. Upon full settlement, the client shall receive a non-exclusive license to use the designs for the specific project in Beijing.
5. Any variation in scope beyond the services described in Section 2 shall be subject to a supplementary Quotation Estimate issued by the Architect and approved in writing by the client before additional work commences.
6. This Quotation Estimate is governed by the laws of the People's Republic of China. Any disputes arising from the interpretation or performance of the resulting Architectural Services Agreement shall be resolved through arbitration at the China International Economic and Trade Arbitration Commission (CIETAC) in Beijing.
7. The Architect is not responsible for delays caused by government approval processes, force majeure events, or actions of third-party contractors in the Beijing construction market.

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and pricing outlined herein. This acceptance shall trigger the preparation of the definitive Architectural Services Agreement by the Architect's legal counsel in Beijing.
