This Quotation Estimate is issued by Strelka Architectural Bureau in response to the formal request for architectural design services for a mixed-use residential and commercial development project located in the Novomoskovsky District of Moscow, Russia. The project encompasses a 14-storey residential tower with a ground-level retail podium, a structured parking facility, and landscaped public spaces. The total gross floor area is estimated at 28,500 square metres. This Quotation Estimate covers the full scope of Architect services from conceptual design through to construction documentation, in full compliance with the Russian Federation Building Code (GOST R 50670-2000), Moscow City Urban Planning Regulations, and the requirements of the Moscow State Expertise (GosEkspertiza) authority.
The following Architect deliverables and professional services are included in this Quotation Estimate:
- Conceptual Design Phase: Development of three (3) alternative architectural concepts, massing studies, and preliminary site planning tailored to the Moscow urban context and local zoning restrictions.
- Development Design Phase: Detailed architectural drawings including floor plans, elevations, sections, and 3D visualisations for client approval and submission to the Moscow Committee for Architecture and Urban Planning (KAGU).
- Construction Documentation Phase: Full set of working drawings (Rabochaya Dokumentatsiya) prepared in accordance with GOST standards, including structural coordination, MEP integration, and facade detailing.
- Regulatory Compliance: Preparation and submission of all documentation required for the State Expertise review (GosEkspertiza) in Moscow, including environmental impact assessments and fire safety compliance documentation.
- Construction Supervision: On-site Architect supervision visits (minimum 12 visits over the construction period) to ensure fidelity to the approved design and to resolve any site-specific issues arising during construction.
- As-Built Documentation: Preparation of final as-built architectural drawings upon project completion.

All prices are quoted in Russian Rubles (RUB) and are inclusive of the Architect firm's professional liability insurance. The total Quotation Estimate amount is twenty-seven million four hundred and thirty-five thousand Russian Rubles (27,435,000 RUB).
This Quotation Estimate stipulates the following payment milestones, payable by bank transfer to the Architect firm's designated account in Moscow:
- 30% upon signing of the Architect Services Agreement (advance payment): 8,230,500 RUB
- 25% upon approval of the Development Design package: 6,858,750 RUB
- 30% upon successful passage of GosEkspertiza: 8,230,500 RUB
- 15% upon delivery of As-Built Documentation: 4,115,250 RUB
5.1 This Quotation Estimate is a non-binding offer and does not constitute a contract until a formal Architect Services Agreement is executed by both parties in Moscow, Russia.
5.2 The Architect firm reserves the right to revise this Quotation Estimate should the project scope, site conditions, or applicable Russian regulatory requirements change materially after the date of issue.
5.3 All Architect deliverables shall be provided in both digital (DWG, PDF, IFC) and hard-copy formats. The hard-copy sets shall be delivered to the client's Moscow office address.
5.4 The Architect firm shall maintain professional indemnity insurance in the minimum amount of 50,000,000 RUB as required by the Moscow City Architecture Chamber.
5.5 Any disputes arising from this Quotation Estimate or the subsequent Architect Services Agreement shall be resolved in accordance with the legislation of the Russian Federation and, where applicable, referred to the Arbitration Court of the City of Moscow.
5.6 The Architect firm shall comply with all data protection requirements under Federal Law No. 152-FZ "On Personal Data" of the Russian Federation.
