This Quotation Estimate is issued by St. Petersburg Architectural Bureau LLC to provide a comprehensive and itemised cost breakdown for the full range of Architect services required for the above-referenced residential duplex project located in Russia Saint Petersburg. The Architect team will manage the design process from initial concept development through to final construction documentation, ensuring full compliance with the Russian Federal Law No. 384-FZ on technical regulations for building safety, as well as all local Saint Petersburg municipal zoning and heritage-preservation ordinances applicable to the Vasilyevsky Island district.
The Architect engagement encompasses the following phases of work:
Phase A – Feasibility Study & Concept Design
The Architect will conduct a site survey of the plot in Saint Petersburg, assess soil conditions, review existing utility connections, and produce a feasibility report. Following this, the Architect will develop three distinct conceptual design options, each accompanied by 3D visualisations, massing studies, and preliminary material palettes. The client will select one concept for further development. This phase includes two rounds of revisions based on client feedback.
Phase B – Schematic Design Development

Phase C – Detailed Design & Construction Documentation
The Architect will produce the full set of construction drawings at 1:50 and 1:20 scales, including detailed joinery schedules, façade specifications, interior finish schedules, and landscape integration plans. The Architect will coordinate with licensed structural engineers, HVAC specialists, and electrical engineers to ensure a fully integrated design package. All documentation will be prepared in both Russian and English to facilitate international contractor participation if required.
Phase D – Tender Support & Construction Phase Supervision
The Architect will assist the client in preparing tender documents, attending contractor pre-bid meetings, and evaluating submitted bids. Upon award of the construction contract, the Architect will provide site supervision visits (bi-weekly) throughout the construction period in Saint Petersburg, issuing progress reports, reviewing shop drawings, and certifying that works comply with the approved design. The total Quotation Estimate amount of 6,030,000 RUB (inclusive of 20% VAT) shall be paid in the following instalments:

5.1 This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. After this period, the Architect reserves the right to revise rates due to market fluctuations in the Russia Saint Petersburg construction sector.
5.2 All prices are quoted in Russian Rubles (RUB) and include 20% Value Added Tax (VAT) as per the Tax Code of the Russian Federation.
5.3 The Architect shall not be liable for delays caused by client decisions, third-party approvals from Saint Petersburg municipal authorities, or force majeure events.
5.4 Any additional Architect services beyond the scope defined herein shall be subject to a separate written amendment to this Quotation Estimate.
5.5 Intellectual property of all design documents produced by the Architect shall transfer to the client upon full payment of the Quotation Estimate amount.
5.6 Disputes arising from this Quotation Estimate shall be resolved in accordance with the Civil Code of the Russian Federation and, if necessary, referred to the Arbitration Court of Saint Petersburg and Leningrad Oblast.
5.7 The Architect shall maintain professional indemnity insurance with a minimum coverage of 10,000,000 RUB throughout the duration of the engagement.
By signing below, the client acknowledges receipt of this Quotation Estimate for Architect services in Russia Saint Petersburg and agrees to the terms, conditions, and pricing set forth herein. This signature constitutes a binding acceptance of the Quotation Estimate and authorises the Architect to commence Phase A work upon receipt of the initial payment.
