This Quotation Estimate is formally issued by Mesopotamia Scientific Advisory Group (MSAG) in response to the official request received from the Ministry of Higher Education and Scientific Research of the Republic of Iraq. The purpose of this document is to provide a comprehensive, itemized financial proposal for the engagement of a qualified Astronomer to be stationed and operational in Iraq Baghdad for a period of twenty-four (24) months. The Astronomer will be responsible for establishing and managing the newly funded Department of Astrophysics and Celestial Navigation at the University of Baghdad, as well as providing advisory services to the Iraqi Meteorological Service and the National Space Research Institute.
The Quotation Estimate outlined herein reflects current market rates for specialized astronomical expertise, taking into account the unique logistical, security, and regulatory considerations inherent to operating in Iraq Baghdad. All costs have been calculated to ensure full compliance with Iraqi federal procurement regulations and international professional standards.
The Astronomer engaged under this Quotation Estimate shall perform the following duties and responsibilities within Iraq Baghdad:
- Academic Leadership: Design and deliver a full curriculum for undergraduate and graduate programs in Astronomy, Astrophysics, and Planetary Science at the University of Baghdad, Iraq Baghdad campus.
- Research Supervision: Oversee a minimum of twelve (12) doctoral and twenty (20) master's research projects focused on regional celestial observations, atmospheric optics, and historical Islamic astronomy archives.
- Instrumentation Management: Procure, install, calibrate, and maintain a 600mm refractor telescope, a radio spectrometer array, and associated data acquisition systems to be housed in the new observatory dome in Iraq Baghdad.
- Advisory Role: Serve as a technical consultant to the Iraqi Meteorological Service, providing astronomical data for solar eclipse prediction, satellite orbit tracking, and geodetic reference calibration.
- Public Outreach: Conduct a minimum of four (4) public astronomy lectures per semester at the Baghdad Science Museum and organize annual stargazing events in the Al-Mansour district of Iraq Baghdad.
- International Collaboration: Establish and maintain partnerships with at least three (3) international observatories for joint research programs and data sharing.

- This Quotation Estimate is valid for a period of ninety (90) days from the date of issue. Any acceptance beyond this period will require re-issuance and potential price revision.
- Payment terms: 30% advance upon contract signing, 40% upon the Astronomer's confirmed arrival and onboarding in Iraq Baghdad, and 30% upon successful completion of the first twelve (12) months of service.
- All payments shall be made via international wire transfer to the designated MSAG account in USD. No cash transactions are permitted under this Quotation Estimate.
- The Astronomer's engagement is subject to obtaining all necessary Iraqi government work permits, security clearances, and residency registrations in Iraq Baghdad prior to commencement of duties.
- MSAG reserves the right to substitute the Astronomer with a candidate of equivalent or superior qualifications should the originally proposed individual become unavailable, provided the client gives written approval.
- This Quotation Estimate does not include the capital cost of the observatory building, land acquisition, or permanent infrastructure construction in Iraq Baghdad. These items are to be procured separately by the client.
- Any force majeure events, including but not limited to security escalations, natural disasters, or government-imposed restrictions in Iraq Baghdad, shall be addressed through mutual written agreement and may result in suspension or termination of the engagement without penalty.
- Disputes arising from this Quotation Estimate shall be resolved through arbitration in accordance with the rules of the International Chamber of Commerce (ICC), with proceedings conducted in Baghdad, Iraq.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and financial obligations outlined herein for the engagement of the Astronomer in Iraq Baghdad. This document, once countersigned by both parties, shall constitute a binding service agreement.
