This Quotation Estimate is issued in response to the formal request from the Ministry of Education & Higher Education for the professional engagement of a qualified Astronomer to deliver a comprehensive suite of scientific, observational, and academic services within the boundaries of Kuwait, Kuwait City. The Astronomer shall be responsible for the following deliverables over a twelve-month contract period:

• Conducting systematic astronomical observations of celestial bodies, including solar, lunar, and planetary events, from the designated observation site in Kuwait City.
• Providing expert advisory services to the university's Department of Physics and Astronomy regarding curriculum development, research methodology, and instrumentation.
• Supervising and mentoring a team of four graduate research assistants in the areas of astrophysics, cosmology, and observational astronomy.
• Delivering a minimum of six public science outreach lectures per year to schools and community centres across Kuwait City and the surrounding governorates.
• Producing a peer-reviewed research publication in an internationally recognised astronomy journal, with data collected during the contract period in Kuwait.
• Maintaining and calibrating the 600mm reflector telescope and associated photometric equipment housed at the Kuwait City observatory facility.
• Preparing a comprehensive annual report summarising all observations, research findings, and outreach activities conducted during the engagement.

Payment for the services outlined in this Quotation Estimate shall be made in quarterly instalments of KWD 25,575.00, due within thirty (30) calendar days of the end of each quarter. The final instalment shall be due upon satisfactory completion and acceptance of the annual report by the Ministry. All payments shall be transferred via wire transfer to the designated bank account of Celestial Sciences Consultancy LLC, Kuwait City, Kuwait. Late payments shall incur an interest charge of 2% per month on the outstanding balance.

1. This Quotation Estimate is valid for sixty (60) days from the date of issue. Any acceptance beyond this period requires written reconfirmation of all rates and terms.
2. The Astronomer shall comply with all applicable laws and regulations of the State of Kuwait, including the Labour Law, the Public Health Law, and the regulations governing scientific research institutions in Kuwait City.
3. All data, observations, and research outputs generated during the engagement in Kuwait, Kuwait City, shall be the joint intellectual property of the Astronomer and the Ministry, as stipulated in the separate Intellectual Property Agreement.
4. The Ministry shall provide the Astronomer with access to the observatory facility, laboratory space, and necessary administrative support at the Kuwait City campus.
5. Either party may terminate this engagement with a written notice of ninety (90) days. In the event of early termination, payment shall be pro-rated for services rendered up to the termination date.
6. The Astronomer shall maintain professional liability insurance with a minimum coverage of KWD 500,000 for the duration of the contract.
7. All disputes arising from this Quotation Estimate shall be resolved through arbitration in accordance with the Kuwaiti Arbitration Law, with the seat of arbitration in Kuwait City.
8. This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
