Dear Sir or Madam,
Thank you for your request dated 28 May 2025 for a formal Quotation Estimate regarding the professional engagement of a qualified Astronomer to support ongoing and upcoming research programmes at your facility in Russia Moscow. This Quotation Estimate has been prepared in accordance with your specifications and reflects the full scope of services, associated costs, and contractual terms for the proposed engagement. All figures presented herein are denominated in Russian Rubles (RUB) unless otherwise stated.
The following Quotation Estimate covers the comprehensive engagement of a Senior Astronomer (PhD in Astrophysics or equivalent) to perform the duties outlined below within the jurisdiction of Russia Moscow and its surrounding observatory sites:
- Conducting daily and weekly astronomical observations using the 600-mm Zeiss refractor and the 1000-mm BTA-6 telescope at the Special Astrophysical Observatory (SAO RAS) in the Caucasus region, with data processing and reporting conducted in Russia Moscow.
- Providing expert advisory services to the Institute of Astronomy research teams on stellar evolution, exoplanet detection methodologies, and cosmological parameter estimation.
- Supervising and mentoring a cohort of no more than six (6) graduate students and junior researchers in observational and theoretical astrophysics.
- Authoring and co-authoring a minimum of four (4) peer-reviewed journal articles per annum in internationally recognised publications (e.g., Astronomy & Astrophysics, The Astrophysical Journal, Monthly Notices of the Royal Astronomical Society).
- Participating in at least two (2) international astronomical conferences per year, representing the institution in Russia Moscow and abroad.
- Maintaining and calibrating spectroscopic and photometric instruments, ensuring compliance with Russian Federal Standards (GOST) for scientific equipment.
- Preparing quarterly progress reports and an annual comprehensive research summary for the Institute's Scientific Council.

Payment for the services described in this Quotation Estimate shall be made in accordance with the following schedule:
- Advance payment: 30% of the total amount (RUB 2,679,000) within ten (10) business days of contract execution.
- Interim payments: 50% of the total amount (RUB 4,465,000) payable in four (4) equal quarterly instalments of RUB 1,116,250, due on the first business day of each quarter.
- Final payment: 20% of the total amount (RUB 1,786,000) payable within fifteen (15) business days following the submission and acceptance of the annual research summary report.
All payments shall be made via bank transfer to the account of Stellar Research & Consulting Group, Sberbank, Moscow Branch, BIC: 044525225, Account: 40702810400000012345. Invoices shall be issued in accordance with Russian Federation accounting regulations (Federal Law No. 402-FZ).
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and conditions are subject to revision without prior notice.
- The Astronomer engaged under this Quotation Estimate shall be employed in strict compliance with the Labour Code of the Russian Federation and all applicable regulations of the Russian Academy of Sciences.
- Intellectual property generated during the course of the engagement shall be jointly owned by the Astronomer and the Institute of Astronomy, Russia Moscow, as stipulated in a separate IP agreement to be executed concurrently with the main contract.
- Either party may terminate the engagement with a written notice period of sixty (60) calendar days. In the event of early termination, pro-rata charges for services rendered shall apply.
- This Quotation Estimate does not constitute a binding contract until both parties have executed the definitive service agreement in writing.
- All disputes arising from or in connection with this Quotation Estimate shall be resolved through arbitration in Moscow, Russia, in accordance with the rules of the Arbitration Court of the City of Moscow.
- The Astronomer shall comply with all data protection requirements under Federal Law No. 152-FZ "On Personal Data" and shall not disclose proprietary research data to third parties without written authorisation.
By signing below, the Client acknowledges receipt of this Quotation Estimate and confirms its intent to proceed with the engagement of the Astronomer as described herein. This signature does not constitute acceptance of the Quotation Estimate as a binding contract but serves as a formal expression of interest to initiate contract negotiations.
