This Quotation Estimate is issued by Celestial Sciences & Research Consultancy (Pvt) Ltd., a registered professional services firm headquartered in Sri Lanka Colombo, in response to the formal request received from the Department of Physics & Astronomy, University of Colombo. The purpose of this document is to provide a comprehensive, itemized financial estimate for the engagement of a qualified Astronomer to deliver a full suite of academic, research, and operational services within the Sri Lanka Colombo metropolitan area and its surrounding regions. All pricing contained in this Quotation Estimate is quoted in Sri Lankan Rupees (LKR) and is subject to the terms and conditions outlined herein.

The Astronomer to be engaged under this Quotation Estimate shall be a PhD-qualified professional with a minimum of ten (10) years of post-doctoral experience in observational and theoretical astronomy. The scope of work for the Astronomer, to be performed in and around Sri Lanka Colombo, encompasses the following deliverables:

Academic Teaching & Supervision: Delivery of undergraduate and postgraduate lecture modules in celestial mechanics, astrophysics, and cosmology at the University of Colombo campus in Sri Lanka Colombo. Supervision of a minimum of six (6) final-year research students and three (3) postgraduate research students per academic year.
Research Programme Development: Design and implementation of at least two (2) peer-reviewed research projects per annum, with the Astronomer serving as Principal Investigator. Research focus areas shall include stellar evolution, exoplanet detection, and radio astronomy, leveraging the existing infrastructure at the Peradeniya Observatory and the Colombo University Observatory.
Observatory Operations & Maintenance Advisory: Monthly on-site visits to the Colombo University Observatory in Sri Lanka Colombo to oversee instrument calibration, data acquisition protocols, and equipment maintenance schedules. The Astronomer shall produce a written operational report following each visit.
Public Outreach & Science Communication: Organization and facilitation of a minimum of four (4) public astronomy events per year in Sri Lanka Colombo, including star-gazing nights, school outreach programmes, and community science workshops. The Astronomer shall also contribute to at least two (2) national science communication campaigns coordinated by the Sri Lanka National Science Foundation.
International Collaboration & Conference Representation: Representation of the University of Colombo at a minimum of two (2) international astronomy conferences per year. The Astronomer shall actively pursue collaborative research partnerships with institutions in India, Australia, and Europe, reporting findings to the departmental board in Sri Lanka Colombo on a quarterly basis.

Payment for the services detailed in this Quotation Estimate shall be made in three (3) equal instalments: (i) 40% upon execution of the service agreement; (ii) 35% upon completion of the first six (6) months of the Astronomer's engagement; and (iii) 25% upon successful completion of the full twelve-month contract period. All payments shall be made via bank transfer to the account of Celestial Sciences & Research Consultancy (Pvt) Ltd., Commercial Bank, Colombo Branch, Sri Lanka Colombo. Invoices shall be issued in Sri Lankan Rupees and are payable within thirty (30) days of the invoice date.

This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision without prior notice.
The Astronomer's engagement is contingent upon the successful completion of a background verification and academic credential check conducted by the University of Colombo, Sri Lanka Colombo.
All intellectual property, research publications, and data generated by the Astronomer during the term of this engagement shall be jointly owned by the University of Colombo and Celestial Sciences & Research Consultancy (Pvt) Ltd., as stipulated in the master service agreement.
The Astronomer shall be required to maintain a minimum of 80% availability within Sri Lanka Colombo during the contract period. Any extended absence exceeding fourteen (14) consecutive days must be pre-approved in writing by the Departmental Head.
This Quotation Estimate does not constitute a binding contract. A formal service agreement must be executed by both parties prior to the commencement of any services.
Any disputes arising from this Quotation Estimate or the subsequent service agreement shall be resolved through arbitration in Sri Lanka Colombo in accordance with the Arbitration Act of Sri Lanka.
The Astronomer shall comply with all applicable Sri Lankan labour laws, tax regulations, and institutional policies of the University of Colombo throughout the engagement period.

By signing below, the authorized representative of the University of Colombo, Sri Lanka Colombo, acknowledges receipt of this Quotation Estimate and confirms acceptance of the terms, conditions, and financial estimates set forth herein. This acceptance authorizes Celestial Sciences & Research Consultancy (Pvt) Ltd. to proceed with the recruitment and onboarding of the Astronomer as described in Section 2 of this document.
