This Quotation Estimate is formally issued to provide the Turkish Space Agency (TUA), headquartered in Turkey Ankara, with a comprehensive and itemized financial proposal for the engagement of a qualified Astronomer to support ongoing and upcoming research, observational, and advisory programs. The Astronomer will be based in Turkey Ankara and will operate in coordination with the TUA's existing research infrastructure, including the Ankara University Observatory and the TUA's dedicated astrophysics laboratory facilities located in the Çankaya district of Ankara.

The following scope of work defines the professional obligations and deliverables expected of the Astronomer during the contracted period in Turkey Ankara:

  • Observational Astronomy Programs: The Astronomer shall design, coordinate, and execute at least twelve (12) dedicated deep-sky observation campaigns per quarter, utilizing the 1.5-meter reflector telescope at the Ankara University Observatory and the TUA's portable 0.6-meter research telescope deployed at the TUA's rural observation site in the Kızılcahamar district, Ankara Province.
  • Spectroscopic Analysis: Conduct high-resolution spectroscopic surveys of variable stars, exoplanet host systems, and transient events (supernovae, gamma-ray burst afterglows) detected by the TUA's automated sky-monitoring network across the Ankara region.
  • Data Reduction & Modelling: Perform full data reduction pipelines, astrometric calibration, and astrophysical modelling of all observational datasets collected during the engagement period. All raw and processed data shall be archived in the TUA's central repository in Ankara.
  • Advisory & Consultation: Provide weekly technical advisory sessions to the TUA's internal research teams in Ankara, offering expert guidance on instrument calibration, observation scheduling, and interpretation of complex astrophysical phenomena.
  • Public Outreach & Education: Deliver a minimum of four (4) public astronomy lectures and two (2) school outreach programs per semester at designated venues in Turkey Ankara, in collaboration with the Ministry of National Education's Ankara Provincial Directorate.
  • Report Writing: Submit a detailed monthly progress report and a comprehensive end-of-contract scientific report to the TUA Director of Research & Development, Ankara.

4.1 Payment shall be made in quarterly instalments, with the first payment due within fifteen (15) business days of the formal acceptance of this Quotation Estimate by the TUA, Ankara.

4.2 Each quarterly instalment shall amount to USD $68,580.00 (inclusive of VAT), payable via bank transfer to the account designated by the Astronomer or the contracting consultancy firm, as specified in the final service agreement.

4.3 A 5% retention shall be withheld from each quarterly payment and released upon satisfactory completion of the final end-of-contract report, to be submitted to the TUA Director's office in Ankara.

4.4 All payments are subject to the standard withholding tax regulations of the Republic of Turkey as applicable to professional services rendered in Ankara.

5.1 This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision.

5.2 The Astronomer shall comply with all applicable laws and regulations of the Republic of Turkey, including but not limited to the Turkish Space Agency Act (Law No. 7546) and relevant data protection legislation (KVKK).

5.3 All intellectual property, observational data, and scientific publications arising from this engagement in Turkey Ankara shall be jointly owned by the TUA and the Astronomer, with primary publication rights vested in the TUA.

5.4 Either party may terminate the engagement with a written notice of sixty (60) days. In the event of early termination, the Astronomer shall be compensated for all services rendered up to the termination date, as detailed in this Quotation Estimate.

5.5 Disputes arising from this engagement shall be resolved through arbitration in Ankara, Turkey, in accordance with the rules of the Ankara Arbitration Institute.

By signing below, the undersigned parties acknowledge and accept the terms, conditions, and financial figures set forth in this Quotation Estimate for the engagement of a professional Astronomer in Turkey Ankara.
