This Quotation Estimate is formally issued by Afghan Professional Audit & Consultancy Services (APACS) to provide a comprehensive, itemized cost proposal for the engagement of a qualified Auditor team to conduct an independent external financial audit and compliance review for the Ministry of Finance, Republic of Afghanistan, headquartered in Afghanistan Kabul. This document serves as the definitive pricing reference for the proposed Auditor engagement and outlines all deliverables, timelines, and associated costs. The Quotation Estimate has been prepared in accordance with the International Standards on Auditing (ISA) as adopted for use in Afghanistan Kabul and in alignment with the Afghan Accounting Standards (AAS) and the directives of the Independent Directorate for Local Governance (IDLG).

The proposed Auditor engagement encompasses the following critical components, all to be executed primarily from our offices in Afghanistan Kabul with supplementary fieldwork as required:

  • Financial Statement Audit: Full examination of the annual financial statements, including balance sheet, income statement, cash flow statement, and notes to the accounts, for the fiscal year 2024–2025.
  • Compliance Audit: Verification of adherence to Afghan public financial management laws, procurement regulations, and donor-specific reporting requirements applicable in Afghanistan Kabul.
  • Internal Control Assessment: Evaluation of the design and operating effectiveness of internal controls over financial reporting across all directorates.
  • Revenue and Expenditure Verification: Physical verification of assets, reconciliation of bank accounts, and testing of a statistically significant sample of transactions.
  • IT General Controls Review: Assessment of the financial management information systems deployed in the Kabul headquarters.
  • Management Letter: A detailed report of findings, observations, and recommendations to be delivered to the Board of Directors in Afghanistan Kabul.

The Auditor engagement is scheduled to commence within 10 business days of contract execution. The total duration of the audit in Afghanistan Kabul is estimated at 12 weeks, broken down as follows: Planning and Risk Assessment (Weeks 1–2), Fieldwork and Testing (Weeks 3–8), Review and Reporting (Weeks 9–11), and Final Delivery and Management Discussion (Week 12). All milestones will be coordinated with the client's finance department located in Kabul.

  1. This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision due to currency fluctuations or resource availability in Afghanistan Kabul.
  2. Payment terms: 30% advance upon contract signing, 40% upon completion of fieldwork, and 30% upon delivery of the final Auditor report. All payments shall be made in US Dollars via bank transfer to the APACS account in Kabul.
  3. The Auditor team shall maintain strict confidentiality of all financial data, records, and proprietary information encountered during the engagement in Afghanistan Kabul. A Non-Disclosure Agreement (NDA) shall be executed prior to commencement.
  4. Any additional scope beyond what is described in this Quotation Estimate shall be subject to a supplementary quotation and mutual written agreement.
  5. The Auditor shall comply with all applicable laws and regulations of the Islamic Republic of Afghanistan, including those governing professional auditing practice in Kabul.
  6. Disputes arising from this engagement shall be resolved through amicable negotiation, failing which they shall be referred to the competent courts in Kabul, Afghanistan.
  7. This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties.

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and pricing outlined herein for the engagement of the Auditor team in Afghanistan Kabul.
