Baker Engineering & Construction (Pty) Ltd, a registered South African construction and civil engineering firm headquartered in Sandton, Johannesburg, hereby submits this Quotation Estimate in response to the City of Johannesburg Metropolitan Municipality's request for pricing on the Municipal Infrastructure Rehabilitation project, Zone 4. Baker has operated in the Johannesburg metropolitan area for over fourteen years and maintains a fully staffed project delivery team, heavy plant fleet, and certified engineering personnel based at our Sandton and Germiston facilities. This Quotation Estimate covers the full scope of civil works, structural remediation, drainage upgrades, and associated site logistics required to complete the rehabilitation of approximately 4.2 kilometres of municipal road infrastructure, three stormwater retention structures, and two pedestrian overpass bridges within the designated Zone 4 corridor in Johannesburg, South Africa.

Baker commits to a total project duration of twenty-two (22) calendar weeks from the date of the Notice to Proceed. Mobilisation and traffic management will be completed within the first two weeks. Bulk earthworks and sub-base activities are scheduled for weeks three through nine. Structural remediation of the pedestrian overpass bridges will run concurrently with drainage construction during weeks eight through fourteen. Asphalt laying and surface finishing are programmed for weeks fifteen through nineteen. Final road markings, lighting, landscaping, and commissioning will be completed by week twenty-two. Baker will submit a detailed CPM (Critical Path Method) programme within five (5) working days of contract award for the client's approval.

  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, Baker reserves the right to revise pricing due to fluctuations in material costs, fuel surcharges, or exchange rate movements affecting imported equipment in South Africa.
  2. All prices are quoted in South African Rand (ZAR) and are inclusive of all labour, materials, plant, transport, insurance, and overheads unless otherwise stated. VAT is applied at the current South African rate of 15%.
  3. Payment terms: 30% advance payment upon execution of the construction contract, 60% progress payments based on certified monthly valuations, and 10% retention released after the twelve-month defects liability period.
  4. Baker shall comply with all applicable South African legislation, including the National Building Regulations, SANS standards, the Occupational Health and Safety Act (87 of 1993), the National Environmental Management Act (107 of 1998), and the City of Johannesburg's municipal by-laws.
  5. Baker holds a valid B-BBEE Level 2 Contributor certificate and will ensure that no less than 30% of the total labour cost is allocated to historically disadvantaged individuals, in line with the South African government's transformation objectives.
  6. Any variation to the scope of work described in this Quotation Estimate must be agreed in writing by both parties prior to execution. Baker will issue a supplementary Quotation Estimate for any such variation within ten (10) working days of the variation instruction.
  7. Disputes arising from this Quotation Estimate or the resulting contract shall be resolved in accordance with the Arbitration Act (42 of 1965) of South Africa, with the seat of arbitration in Johannesburg.
  8. This Quotation Estimate does not constitute a binding contract until a formal construction contract is executed by both parties. Baker's acceptance of this Quotation Estimate by the client does not obligate Baker to commence works until a written Notice to Proceed is issued.
  9. Baker shall maintain comprehensive public liability insurance of no less than R50 000 000 and contractor's all-risk insurance for the full duration of the project, with certificates provided to the client upon request.
  10. All workmanship shall be guaranteed for a period of twelve (12) months from the date of practical completion, during which Baker will rectify any defects at its own cost.

By signing below, the client acknowledges receipt of this Quotation Estimate from Baker Engineering & Construction (Pty) Ltd and confirms that the pricing, scope, and terms set out herein have been reviewed and accepted for the purpose of progressing the Municipal Infrastructure Rehabilitation project in Johannesburg, South Africa.
