This Quotation Estimate is formally issued by West Coast Biomedical Solutions, Inc. to provide a comprehensive, itemized cost projection for the engagement of a qualified Biomedical Engineer to deliver specialized technical services at the client's facility located in United States Los Angeles. This document serves as a binding financial proposal and outlines all deliverables, labor rates, material costs, and associated fees for the scope of work described herein. The Biomedical Engineer assigned to this project will hold a valid California Professional Engineer (P.E.) license, a Board of Certification (NBC) credential, and a minimum of twelve (12) years of experience in clinical engineering, medical device validation, and hospital infrastructure systems.
The Biomedical Engineer will perform the following services at the client's Los Angeles, California facility:
- Medical Equipment Calibration and Preventive Maintenance: Full calibration, testing, and preventive maintenance of 340+ pieces of clinical equipment including MRI systems, CT scanners, patient monitors, infusion pumps, ventilators, and surgical instruments across all hospital wings.
- Biocompatibility and Regulatory Compliance Audits: Conduct comprehensive audits to ensure all biomedical devices comply with FDA 21 CFR Part 820, IEC 62304, and California Department of Public Health regulations specific to the United States Los Angeles metropolitan healthcare district.
- Biomedical Equipment Lifecycle Management: Develop and implement a lifecycle management plan for capital equipment, including risk assessments, cost-benefit analyses for repair versus replacement, and technology refresh recommendations.
- Electromagnetic Compatibility (EMC) Testing: Perform site-specific EMC testing for newly installed biomedical devices to ensure no interference with existing hospital infrastructure in the Los Angeles facility.
- Training and Documentation: Provide on-site training sessions for hospital biomedical technicians and clinical staff, and deliver complete technical documentation packages in accordance with Joint Commission standards.

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following schedule: a 25% mobilization deposit due upon contract execution; 50% progress payment due at the midpoint of the project (approximately week six); and the remaining 25% balance due within thirty (30) days of final project acceptance and delivery of all documentation. All payments shall be made via wire transfer to the account designated by West Coast Biomedical Solutions, Inc. Late payments shall accrue interest at a rate of 1.5% per month as permitted under California Commercial Code Section 2210.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiration date, all rates and availability are subject to revision.
- The Biomedical Engineer and all support personnel shall comply with all applicable federal, state, and local regulations governing biomedical engineering practice in the State of California and the United States Los Angeles jurisdiction.
- West Coast Biomedical Solutions, Inc. shall maintain professional liability insurance of no less than $5,000,000 per occurrence and workers' compensation coverage as required by California law.
- All work products, reports, and documentation generated under this engagement shall become the property of the client upon full payment.
- Any changes to the scope of work must be documented in a written Change Order signed by both parties before additional work commences. Revised costs will be reflected in a supplemental Quotation Estimate.
- This project is subject to the prevailing wage determinations issued by the California Department of Industrial Relations for work performed in Los Angeles County.
- Disputes arising from this Quotation Estimate shall be resolved through binding arbitration in Los Angeles, California, in accordance with the rules of the American Arbitration Association.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes West Coast Biomedical Solutions, Inc. to proceed with the engagement of the Biomedical Engineer and associated services as described herein. This signature constitutes a binding agreement to the terms, conditions, and pricing outlined in this document for work performed in the United States Los Angeles area.
