Thank you for the opportunity to submit this Quotation Estimate for the engagement of a senior Chemical Engineer to support Lakeshore Petrochemical Industries Inc. with process optimization, safety compliance, and capital project design at your manufacturing facility located in Canada Toronto. This document outlines the scope of services, associated costs, and terms governing the proposed professional engagement. Scope of Services

The following services will be delivered by a licensed Chemical Engineer (P.Chem) registered with the Professional Engineers Ontario (PEO) regulatory body, operating within the Canada Toronto jurisdiction:

  • Comprehensive process audit and mass/energy balance review of the existing ethylene glycol production line.
  • Development of a detailed process flow diagram (PFD) and piping and instrumentation diagram (P&ID) for the proposed reactor expansion.
  • Thermal and hydraulic analysis of heat exchanger networks, including fouling factor calculations and turndown performance modelling.
  • Preparation of a Quantitative Risk Assessment (QRA) in compliance with the Ontario Fire Code and the Canadian Environmental Protection Act (CEPA).
  • Technical due diligence support for the municipal permitting process with the City of Toronto and the Ontario Ministry of the Environment, Conservation and Parks (MECP).
  • On-site inspections and commissioning oversight at the Canada Toronto facility, including startup supervision and performance guarantee testing.

Terms and Conditions
  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Should the client wish to proceed beyond the validity period, a revised Quotation Estimate reflecting any changes in market rates for Chemical Engineer services in Canada Toronto will be issued.
  2. All professional services will be performed by a licensed Chemical Engineer in good standing with Professional Engineers Ontario. The engineer shall adhere to the Code of Ethics of the Ontario Engineering Profession and all applicable Canadian and Ontario regulatory standards.
  3. Payment terms: 40% upon execution of the Statement of Work, 40% upon delivery of the QRA and permitting package, and 20% upon successful commissioning and final sign-off at the Canada Toronto site.
  4. Invoices are payable within thirty (30) days of the invoice date. Late payments shall accrue interest at the rate of 1.5% per month as permitted under the Ontario Business Corporations Act.
  5. Meridian Process Engineering Ltd. shall maintain professional liability insurance with a minimum coverage of CAD $5,000,000 per occurrence, naming the client as an additional insured party.
  6. All deliverables, including process documentation, risk assessments, and engineering drawings, shall be provided in both PDF and editable CAD/Excel formats. Intellectual property of the final deliverables transfers to the client upon full payment.
  7. Any changes to the scope of work beyond 10% of the original estimated hours will require a written change order signed by both parties. The Quotation Estimate does not cover scope additions without prior written agreement.
  8. This engagement is governed by the laws of the Province of Ontario and the federal laws of Canada applicable therein. Any disputes shall be resolved through arbitration in Toronto, Canada, in accordance with the Arbitration Act (Ontario).
  9. The Chemical Engineer assigned to this project shall comply with all site-specific safety protocols, including but not limited to the Ontario Occupational Health and Safety Act (OHSA) and the client's internal HSE management system.
  10. Confidentiality: All proprietary process data, trade secrets, and business information shared during the course of this engagement shall be treated as strictly confidential and shall not be disclosed to third parties without written consent, in accordance with the Personal Information Protection and Electronic Documents Act (PIPEDA).
Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Meridian Process Engineering Ltd. to proceed with the engagement of the Chemical Engineer as described herein. This signature constitutes a binding agreement subject to the terms and conditions outlined above.
