This Quotation Estimate is issued by Guangzhou Industrial Engineering Solutions Co., Ltd. to formally present the scope, schedule, and associated costs for the engagement of a senior Chemical Engineer to provide process design, safety assessment, and operational optimization services at the client's manufacturing facility located in China Guangzhou. This document serves as a binding financial proposal upon mutual acceptance and signature by both parties.
The Chemical Engineer engaged under this Quotation Estimate shall perform the following duties within the China Guangzhou operational site:
- Conduct a comprehensive audit of existing chemical processing lines, including reactor systems, distillation columns, heat exchangers, and storage tank farms.
- Develop and deliver a revised process flow diagram (PFD) and piping and instrumentation diagram (P&ID) package compliant with GB/T 50779 and applicable national standards of the People's Republic of China.
- Perform a Hazard and Operability (HAZOP) study for the new ethylene glycol production unit, ensuring alignment with the Ministry of Emergency Management regulations in force in Guangzhou.
- Prepare a detailed chemical process safety report addressing toxic, flammable, and corrosive material handling protocols specific to the China Guangzhou industrial zone environmental permits.
- Provide on-site supervision during the 12-week commissioning phase, including daily progress reporting to the client's project management office.
- Deliver a final as-built documentation package and a 90-day post-commissioning warranty support period.

Payment against this Quotation Estimate shall be made in the following installments via bank transfer to the account designated by Guangzhou Industrial Engineering Solutions Co., Ltd.:
- 30% Advance (CNY 194,298) — Due within 7 business days of signed acceptance of this Quotation Estimate.
- 40% Milestone (CNY 259,064) — Due upon completion and client sign-off of the HAZOP study and safety report for the China Guangzhou facility.
- 20% Commissioning (CNY 129,532) — Due at the midpoint of the 12-week on-site commissioning phase.
- 10% Final (CNY 64,766) — Due upon delivery of the as-built documentation package and commencement of the 90-day warranty period.
- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in China Guangzhou.
- The Chemical Engineer assigned to this project shall hold a valid PRC-registered professional engineering license (Registered Chemical Engineer, Class A) and shall maintain professional indemnity insurance of no less than CNY 5,000,000 for the duration of the engagement.
- All deliverables shall conform to the latest editions of GB standards, HG standards, and any local regulations promulgated by the Guangzhou Municipal Bureau of Industry and Information Technology.
- The client shall provide the Chemical Engineer with safe access to all relevant plant areas, existing drawings, operating data, and environmental permit documentation within the China Guangzhou site within five (5) business days of contract commencement.
- Any change in scope beyond the items listed in Section 2 shall be subject to a supplementary Quotation Estimate issued in writing and accepted by both parties before additional work commences.
- Confidentiality: All process data, proprietary formulations, and operational records shared during the engagement are subject to a mutual Non-Disclosure Agreement (NDA) executed concurrently with this Quotation Estimate.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the People's Republic of China. Disputes shall be resolved by arbitration at the China International Economic and Trade Arbitration Commission (CIETAC), Guangzhou Sub-Commission.
By signing below, both parties confirm that this Quotation Estimate accurately reflects the agreed scope of Chemical Engineer services to be performed in China Guangzhou and that all financial terms are accepted without reservation.
