This Quotation Estimate is formally submitted by Nile Delta Engineering Consultants to Al-Nile Petrochemical Industries S.A.E. for the engagement of a senior Chemical Engineer to provide comprehensive process design, optimization, and safety compliance services at the client's manufacturing facility located in Egypt Cairo. The scope of work outlined herein addresses the client's requirement for specialized chemical engineering expertise to support the expansion of their ethylene glycol production line and to ensure full regulatory compliance with the Egyptian Environmental Affairs Agency (EEAA) and the Egyptian Organization for Standardization and Quality (EOS) mandates.
The Chemical Engineer engaged under this Quotation Estimate shall perform the following duties and deliverables within the Egypt Cairo operational site:
- Process Design & Simulation: Development of detailed process flow diagrams (PFDs) and piping and instrumentation diagrams (P&IDs) for the new ethylene glycol reactor train, utilizing Aspen Plus and HYSYS simulation software.
- Thermodynamic & Kinetic Analysis: Conducting rigorous thermodynamic feasibility studies, reaction kinetics modeling, and heat/mass transfer calculations for the proposed reactor system.
- Process Optimization: Performing a full audit of the existing production line to identify bottlenecks, reduce energy consumption by a minimum of 12%, and improve overall yield by 8%.
- Safety & Hazard Assessment: Preparing a comprehensive Hazard and Operability Study (HAZOP), Layer of Protection Analysis (LOPA), and Quantitative Risk Assessment (QRA) in accordance with Egyptian industrial safety regulations.
- Environmental Compliance: Designing waste treatment and emission control systems to meet EEAA discharge limits, including preparation of the Environmental Impact Assessment (EIA) technical annex.
- Equipment Sizing & Selection: Sizing all major process equipment (reactors, heat exchangers, distillation columns, pumps, and storage vessels) and preparing detailed technical data sheets for procurement.
- Commissioning Support: Providing on-site supervision during the commissioning and start-up phase of the new production line, including troubleshooting and performance verification.
- Training & Knowledge Transfer: Delivering a minimum of 40 hours of structured training to the client's operations and maintenance teams on process control strategies, safety protocols, and troubleshooting methodologies.

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Egypt Cairo.
- Payment shall be made in three (3) equal installments: 40% upon contract signing, 30% upon completion of the design and safety study phases, and 30% upon successful commissioning and final handover.
- All payments shall be made in Egyptian Pounds (EGP) via bank transfer to the account of Nile Delta Engineering Consultants at CIB, Cairo Branch. International payments in USD are acceptable at the Central Bank of Egypt (CBE) reference rate on the day of payment.
- The Chemical Engineer assigned to this project shall hold a minimum of fifteen (15) years of relevant experience in petrochemical process engineering and shall be a registered member of the Egyptian Engineers Syndicate (Cairo Chapter).
- All deliverables shall be submitted in both Arabic and English, in electronic (PDF and editable CAD/Simulation file) formats, to the client's project management office in Egypt Cairo.
- The consultant shall maintain full professional indemnity insurance coverage of not less than EGP 5,000,000 for the duration of the engagement.
- Any change in scope beyond the items listed in Section 2 shall be subject to a separate written amendment and additional Quotation Estimate approved by both parties prior to execution.
- Confidentiality: All process data, proprietary formulations, and operational parameters shared by the client shall be treated as strictly confidential and shall not be disclosed to any third party without written consent.
- Governing Law: This agreement shall be governed by and construed in accordance with the laws of the Arab Republic of Egypt. Any disputes shall be resolved through arbitration at the Egyptian Arbitration Center in Cairo.
- The project timeline assumes uninterrupted site access, timely provision of existing plant data by the client, and no force majeure events. Delays attributable to the client shall extend the schedule day-for-day without additional cost to the consultant.
