1. Purpose of This Quotation Estimate
This Quotation Estimate is issued by Meso Engineering & Process Solutions Ltd. to provide a comprehensive and itemized cost breakdown for the engagement of a qualified Chemical Engineer to deliver process design, safety assessment, and operational optimization services at the client's petrochemical facility located in Iraq Baghdad. This document serves as a formal commercial proposal and is intended to enable the client to evaluate the scope, duration, and financial commitment required for the proposed engineering services. All pricing within this Quotation Estimate reflects current market rates applicable to the Iraq Baghdad industrial sector as of the date of issue.
2. Scope of Services — Chemical Engineer Engagement
The Chemical Engineer engaged under this Quotation Estimate shall perform the following duties at the client's premises in Iraq Baghdad:
- Conduct a full process safety review (PSR) of the existing ethylene oxide production unit, including HAZOP and LOPA analyses in compliance with international standards (API RP 752, CCPS guidelines).
- Prepare detailed P&ID (Piping and Instrumentation Diagram) revisions and process flow diagrams for the proposed capacity expansion from 45,000 MT/year to 62,000 MT/year.
- Perform thermodynamic and reaction kinetics modeling using Aspen Plus and HYSYS software to validate reactor sizing, heat exchanger networks, and separation column configurations.
- Develop a comprehensive Environmental Impact Assessment (EIA) addendum addressing effluent treatment, VOC emissions, and waste minimization strategies specific to the Iraq Baghdad regulatory framework under the Ministry of Environment.
- Provide on-site technical supervision during the 90-day commissioning phase, including daily progress reports and weekly coordination meetings with the client's operations team.
- Deliver a final technical report (minimum 250 pages) with all calculations, assumptions, drawings, and recommendations, formatted for submission to the Iraqi Ministry of Industry and Mineral Resources.

4. Payment Schedule
Payment for the services outlined in this Quotation Estimate shall be made in the following installments, all denominated in US Dollars and payable via wire transfer to the account of Meso Engineering & Process Solutions Ltd. in Baghdad:
- Milestone 1 (30%): USD 66,108 — Due upon signed acceptance of this Quotation Estimate and commencement of the Process Safety Review.
- Milestone 2 (25%): USD 55,090 — Due upon delivery and client approval of the revised P&IDs and process modeling results.
- Milestone 3 (25%): USD 55,090 — Due at the midpoint of the 90-day commissioning supervision phase.
- Milestone 4 (20%): USD 44,072 — Due upon final delivery and acceptance of the Technical Report by the client and relevant Iraqi authorities.
5. Terms and Conditions
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period requires written reconfirmation of pricing.
- All services shall be performed in accordance with the Iraqi Federal Law on Engineering Consultancy (Law No. 21 of 2012) and applicable regulations of the Iraqi Ministry of Industry and Mineral Resources.
- The Chemical Engineer assigned to this project shall hold a minimum of ten (10) years of post-qualification experience in petrochemical process engineering and shall be a registered member of the Iraqi Engineers Syndicate, Baghdad Chapter.
- The client shall provide safe access to all plant areas, existing documentation, and necessary permits for the Chemical Engineer to carry out duties within the Iraq Baghdad industrial zone.
- Any change in scope beyond the parameters defined in Section 2 shall be subject to a supplementary Quotation Estimate issued by the contractor and approved in writing by the client before additional work commences.
- Force majeure events, including but not limited to civil unrest, government-imposed curfews, or natural disasters affecting Iraq Baghdad, shall suspend the project timeline without penalty to either party.
- All intellectual property, drawings, and reports produced under this engagement shall become the property of the client upon full payment.
- Disputes arising from this Quotation Estimate shall be resolved through arbitration in Baghdad under the rules of the Iraqi Arbitration Law.
6. Acceptance and Authorization
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the scope, pricing, and terms set forth herein for the engagement of the Chemical Engineer in Iraq Baghdad.
