This Quotation Estimate is issued by Gulf Petrochemical Engineering Consultants W.L.L. to provide comprehensive Chemical Engineer professional services for the Al-Nakheel Industrial Development Co. K.S.C.P. refinery process optimization project located in Kuwait, Kuwait City. The scope encompasses the full lifecycle of chemical process engineering support, from initial feasibility assessment through detailed design, commissioning oversight, and post-startup performance verification.
The assigned Chemical Engineer team, led by a Principal Chemical Engineer with over fifteen years of experience in hydrocarbon processing and petrochemical operations, will deliver the following services within the Kuwait City metropolitan area and the adjacent Sulaibikhat industrial zone:
- Process flow diagram (PFD) and piping and instrumentation diagram (P&ID) development for the new catalytic reforming unit.
- Thermodynamic and reaction kinetics modeling using Aspen Plus and HYSYS simulation software.
- Material selection and corrosion assessment for high-temperature, high-pressure process equipment in accordance with ASME Section VIII and API 650 standards.
- Heat and mass balance calculations, energy integration analysis, and utility load optimization.
- Preparation of technical data sheets for heat exchangers, reactors, distillation columns, and associated rotating equipment.
- Environmental impact assessment and emissions compliance review aligned with Kuwait Environment Public Authority (EPA) regulations.
- On-site supervision during mechanical completion and pre-commissioning phases in Kuwait City.
- Preparation of the final as-built documentation package and operator training manuals.

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision based on prevailing market conditions in Kuwait.
- All Chemical Engineer personnel assigned to this project shall hold valid professional licenses recognized by the Kuwait Ministry of Oil and the Kuwait Institute for Scientific Research (KISR).
- Payment terms: 30% advance upon contract signing, 40% upon completion of detailed design and data sheet delivery, and 30% upon successful commissioning and handover in Kuwait, Kuwait City.
- Any change in scope exceeding ten percent (10%) of the original Quotation Estimate value shall require a formal change order signed by both parties.
- The Chemical Engineer team shall comply with all applicable Kuwaiti labor laws, occupational health and safety regulations, and site-specific HSE requirements enforced by the client.
- Intellectual property generated during the course of this engagement, including process models, simulation files, and design documents, shall remain the exclusive property of Al-Nakheel Industrial Development Co. K.S.C.P.
- Disputes arising from this Quotation Estimate and the subsequent contract shall be resolved through arbitration in accordance with the rules of the Kuwait Chamber of Commerce and Industry, seated in Kuwait City.
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by authorized representatives of both parties.
