This Quotation Estimate is issued by Apex Chemical Engineering Solutions Ltd. in response to the formal request for professional services from NigerDelta Petrochemicals PLC. The purpose of this document is to provide a comprehensive, itemized breakdown of costs associated with the engagement of a senior Chemical Engineer and a supporting technical team to carry out process optimization, safety auditing, and regulatory compliance assessment at the client's manufacturing facilities located in Nigeria Lagos. All pricing in this Quotation Estimate is expressed in Nigerian Naira (NGN) and is inclusive of applicable Value Added Tax (VAT) at the prevailing rate of 7.5% as mandated by the Federal Inland Revenue Service of Nigeria.

The Chemical Engineer and the accompanying multidisciplinary team shall perform the following duties across all client sites within the Nigeria Lagos metropolitan area:

  • Conduct a full process safety review (PSR) of the existing petrochemical distillation and polymerization units at the Apapa Industrial Estate facility, including hazard and operability (HAZOP) studies and risk matrix assessments.
  • Perform thermodynamic and kinetic modelling of the reactor systems to identify energy-saving opportunities and reduce specific energy consumption by a minimum of 12% over a twelve-month implementation period.
  • Prepare a detailed Chemical Process Safety Management (CPSM) report aligned with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) guidelines and the Standards Organisation of Nigeria (SON) industrial safety codes applicable in Nigeria Lagos.
  • Design and document a revised wastewater treatment and effluent discharge protocol to ensure full compliance with the Federal Ministry of Environment's discharge standards for industrial zones in Lagos State.
  • Provide on-site supervision and technical mentoring to the client's in-house operations staff for a period of six (6) weeks, delivering a minimum of forty (40) hours of structured training on process control, instrumentation calibration, and emergency response procedures.
  • Submit a final consolidated engineering report, complete with P&ID drawings, equipment specifications, and a five-year capital expenditure (CAPEX) projection for recommended upgrades.

Amount in words: One Hundred and Thirty-Two Million, Eight Hundred and Ninety-Six Thousand, Eight Hundred and Seventy-Five Naira Only.

  • 30% Advance Payment: ₦ 39,869,062.50 – Due within seven (7) working days of acceptance of this Quotation Estimate and execution of the master service agreement.
  • 40% Milestone Payment: ₦ 53,158,750.00 – Payable upon successful completion and client sign-off of the HAZOP studies, process simulation deliverables, and wastewater treatment design documents.
  • 30% Final Payment: ₦ 39,869,062.50 – Payable within fourteen (14) working days of submission and acceptance of the final consolidated engineering report and completion of the staff training programme.
  • This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Nigeria Lagos and applicable statutory adjustments.
  • All services shall be performed in strict accordance with the Nigerian Engineering Council (COREN) professional practice standards and the specific regulatory requirements of the Lagos State Ministry of Environment and the Federal Ministry of Petroleum Resources.
  • The Chemical Engineer and all supporting personnel shall be fully insured under a professional indemnity policy with a minimum cover of NGN 500,000,000, and the client shall be named as an additional insured party.
  • Any variation in scope beyond the items listed in Section 2 of this Quotation Estimate shall be subject to a supplementary written agreement and a revised cost estimate prior to commencement of the additional work.
  • The client shall provide safe access to all plant areas, relevant historical process data, and necessary permits for the Chemical Engineer and team to carry out on-site inspections within the Nigeria Lagos operational zones.
  • All intellectual property, reports, and documentation produced under this engagement shall become the sole property of the client upon full and final payment.
  • Disputes arising from this Quotation Estimate or the resultant contract shall be resolved through arbitration in Lagos, Nigeria, in accordance with the Arbitration and Conciliation Act (Cap A18, LFN 2004).

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Chemical Engineer and associated services in Nigeria Lagos.
