This Quotation Estimate is formally issued by Islamabad Chemical Process Consultants (Pvt.) Ltd. to provide a comprehensive, itemized breakdown of professional fees, material costs, and associated expenses for the engagement of a qualified Chemical Engineer to deliver process design, safety assessment, and operational optimization services. The scope of work described herein is specifically tailored to the industrial and regulatory environment of Pakistan Islamabad, in full compliance with the Pakistan Engineering Council (PEC) standards, the Pakistan Environmental Protection Agency (PEPA) guidelines, and the applicable provisions of the Pakistan Industrial Safety Act. This document serves as a binding financial proposal upon mutual acceptance by both parties.
The Chemical Engineer engaged under this Quotation Estimate shall perform the following duties and deliverables within the operational boundaries of Pakistan Islamabad and its immediate industrial periphery:
- Conduct a full process safety review (PSR) of the existing chemical manufacturing unit located in the Islamabad Industrial Estate, including hazard identification (HAZOP) and risk assessment in accordance with OSHA-aligned protocols adapted for Pakistani regulatory frameworks.
- Prepare detailed process flow diagrams (PFDs), piping and instrumentation diagrams (P&IDs), and heat and mass balance calculations for the proposed expansion of the polymer production line.
- Design and specify the selection of reactors, heat exchangers, distillation columns, and storage vessels, ensuring compliance with ASME Section VIII and local Pakistan Islamabad municipal building and industrial codes.
- Develop a comprehensive Environmental Impact Assessment (EIA) technical report as mandated by PEPA for all new or modified chemical operations within the Islamabad Capital Territory.
- Provide on-site supervision and technical guidance during the installation and commissioning phase, with a minimum of 45 working days of physical presence at the project site in Pakistan Islamabad.
- Deliver a final as-built documentation package, including operating manuals, maintenance schedules, and a 12-month post-commissioning performance warranty report.
- Coordinate with the Pakistan Engineering Council (PEC) for the certification and stamping of all engineering drawings and design documents prior to submission to the local development authority.

* All amounts are quoted in Pakistani Rupees (PKR). The grand total is equivalent to approximately USD 33,400 at the prevailing State Bank of Pakistan exchange rate as of the date of this Quotation Estimate.
- Advance Payment (30%): PKR 2,793,690 — Due within 7 working days of signed acceptance of this Quotation Estimate, prior to mobilization of the Chemical Engineer to the Pakistan Islamabad project site.
- Progress Payment (40%): PKR 3,724,920 — Payable upon successful completion and client sign-off of the HAZOP report, PFD/P&ID package, and EIA technical documentation.
- Final Payment (30%): PKR 2,793,690 — Payable within 14 working days of the handover of the complete as-built documentation package and commencement of the 12-month performance warranty period.
- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Any request for extension beyond this period shall be subject to re-evaluation of rates and availability of the designated Chemical Engineer.
- All engineering services shall be performed in strict adherence to the Pakistan Engineering Council (PEC) Code of Ethics and Professional Practice, as well as the applicable regulations of the Islamabad Capital Territory (ICT) Development Authority.
- The client shall provide the Chemical Engineer with safe access to all relevant plant areas, existing documentation, and utility data within the Pakistan Islamabad facility. Failure to provide timely access may result in schedule delays, for which the consultant shall not be held liable.
- Intellectual property rights in all designs, calculations, and reports generated under this engagement shall vest with the client upon full and final payment. The consultant retains the right to reference the project in professional portfolios with prior written consent.
- Any changes to the scope of work beyond the items listed in Section 2 shall be subject to a supplementary Quotation Estimate issued by the consultant and accepted in writing by the client before additional work commences.
- Disputes arising from this Quotation Estimate shall be resolved through amicable negotiation. In the event of failure to reach a settlement, the matter shall be referred to arbitration in Islamabad, Pakistan, in accordance with the Arbitration Act, 1940 of Pakistan.
- The consultant shall maintain professional indemnity insurance with a minimum coverage of PKR 50,000,000 for the duration of the engagement, valid within the jurisdiction of Pakistan Islamabad.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and financial figures set forth in this Quotation Estimate for the engagement of a Chemical Engineer in Pakistan Islamabad.
