1. Scope of Work – Chemical Engineer Services
This Quotation Estimate is issued by Meridian Process Engineering Ltd. to provide comprehensive Chemical Engineer consultancy and on-site technical services for the proposed reactor upgrade and process optimisation project at the Albion Chemicals & Polymers Group facility located in United Kingdom Birmingham. The scope encompasses the full lifecycle of engineering support, from initial feasibility studies through to final commissioning and handover documentation.
The appointed Chemical Engineer will be responsible for conducting a detailed review of the existing process flow diagrams, performing thermodynamic and kinetic analyses for the new catalytic reactor system, and producing all necessary process design packages in accordance with UK Health and Safety Executive (HSE) regulations and the Pressure Systems Safety Regulations 2000. All engineering deliverables will be prepared to meet the standards set by the Institution of Chemical Engineers (IChemE) and will be tailored specifically to the operational requirements of the Birmingham site.
Additionally, the Chemical Engineer will coordinate with local Birmingham-based subcontractors for mechanical installation, oversee the Hazard and Operability (HAZOP) study, and ensure full compliance with the Environmental Permitting regulations administered by the Environment Agency for the West Midlands region. 3. Terms and Conditions
- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue, after which all rates and availability of the Chemical Engineer must be reconfirmed in writing.
- Payment terms: 30% advance deposit upon acceptance of this quotation, 40% upon completion of the design package (Items 01–03), and 30% upon final commissioning sign-off. All payments are due within thirty (30) days of invoice date.
- All work will be performed in strict compliance with UK legislation, including the Health and Safety at Work etc. Act 1974, the Control of Substances Hazardous to Health (COSHH) Regulations 2002, and applicable Birmingham City Council planning and environmental bylaws.
- The Chemical Engineer appointed under this quotation holds full IChemE Chartered Engineer (CEng) status and is registered with the Engineering Council (EngC) in the United Kingdom.
- Any variation in scope exceeding 10% of the total estimated value will require a formal variation order signed by both parties before additional work commences.
- Meridian Process Engineering Ltd. carries Professional Indemnity Insurance of £5,000,000 and Public Liability Insurance of £10,000,000, both valid throughout the United Kingdom including the Birmingham region.
- All intellectual property, design documents, and process data generated under this engagement shall become the sole property of Albion Chemicals & Polymers Group upon full and final payment.
- This quotation does not constitute a contract until formally accepted in writing by the client and countersigned by an authorised representative of Meridian Process Engineering Ltd.
4. Acceptance and Authorisation
