This Quotation Estimate is formally issued by Lakeview Engineering & Process Solutions, LLC to provide a comprehensive cost breakdown for the engagement of a licensed Chemical Engineer to perform process optimization, safety compliance auditing, and capital project feasibility studies at the client's manufacturing facility located in the United States Chicago metropolitan area. This document serves as a binding proposal for the scope of professional engineering services described herein and is prepared in accordance with the Illinois Department of Professional Regulation standards governing the practice of chemical engineering within the State of Illinois.

The Chemical Engineer designated under this Quotation Estimate shall perform the following duties at the client's facility in United States Chicago:

  • Conduct a full process safety review of all existing chemical reaction units, distillation columns, and heat exchanger networks in compliance with OSHA 29 CFR 1910.119 (Process Safety Management) and EPA Risk Management Program regulations applicable to the United States Chicago industrial corridor.
  • Develop and deliver a detailed capital project feasibility report for the proposed expansion of the solvent recovery system, including mass and energy balance calculations, equipment sizing, and preliminary P&ID development.
  • Perform a comprehensive environmental impact assessment in alignment with the Illinois EPA and the U.S. Environmental Protection Agency guidelines specific to chemical manufacturing operations in the United States Chicago region.
  • Provide ongoing technical consultation and on-site supervision for a period not exceeding one hundred and twenty (120) working hours during the implementation phase of the recommended process modifications.
  • Prepare and submit all required regulatory filings, permit applications, and technical documentation to the City of Chicago Department of Buildings and the Illinois Department of Natural Resources.

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following milestone-based schedule.   1. This Quotation Estimate is valid for a period of thirty (30) days from the date of issue. After the expiration date, all rates and terms are subject to revision without prior notice.
  2. The Chemical Engineer assigned to this project holds a valid Professional Engineer (PE) license issued by the Illinois Department of Professional Regulation (License No. 081-004521) and is fully insured with professional liability coverage of $5,000,000 per occurrence.
  3. All work shall be performed in strict compliance with the National Fire Protection Association (NFPA) standards, the American Society of Mechanical Engineers (ASME) codes, and all applicable federal, state, and municipal regulations governing chemical engineering practice in the United States Chicago jurisdiction.
  4. The client shall provide the Chemical Engineer with reasonable access to all relevant plant areas, operating data, historical maintenance records, and existing engineering drawings necessary to complete the scope of work described in this Quotation Estimate.
  5. Any changes to the scope of work beyond the parameters defined herein shall be subject to a written change order signed by both parties. Additional hours or services will be billed at the rates specified in Section 3 of this document.
  6. All deliverables, including but not limited to reports, P&IDs, calculations, and regulatory submissions, shall become the exclusive property of the client upon full payment of the total amount stated in this Quotation Estimate.
  7. This agreement shall be governed by and construed in accordance with the laws of the State of Illinois. Any disputes arising from this Quotation Estimate shall be resolved through binding arbitration in United States Chicago, Cook County, in accordance with the rules of the American Arbitration Association.
  8. Neither party shall be liable for delays or non-performance caused by acts of God, natural disasters, government-mandated shutdowns, or other events beyond the reasonable control of the affected party.

By signing below, the client acknowledges receipt of this Quotation Estimate, agrees to the scope of services, rates, payment schedule, and terms and conditions set forth herein, and authorizes Lakeview Engineering & Process Solutions, LLC to commence the engagement of the Chemical Engineer for the project located in United States Chicago.
