This Quotation Estimate is issued by Meridian Civil Engineering & Consulting Inc. to provide comprehensive professional services as a licensed Civil Engineer for the design, analysis, and oversight of the Saint-Laurent Riverfront Infrastructure Rehabilitation Project located in the borough of Le Plateau-Mont-Royal, Canada Montreal. The project encompasses the structural assessment, geotechnical investigation, hydraulic modelling, and construction supervision of approximately 2.4 kilometres of aging stormwater drainage infrastructure, retaining walls, and pedestrian walkways along the riverfront corridor.

As the designated Civil Engineer of record, our firm will ensure full compliance with the Quebec Building Code (Code du bâtiment du Québec), the City of Montreal Municipal By-Laws, the Environmental Protection Act of Quebec, and all applicable federal regulations administered by Environment and Climate Change Canada. All deliverables will be prepared in accordance with the standards established by the Ordre des ingénieurs du Québec (OIQ) and the Canadian Standards Association (CSA).

The following scope of work has been developed specifically for this Quotation Estimate and reflects the full range of Civil Engineer services required for the project in Canada Montreal:

  • Phase 1 – Site Investigation & Geotechnical Analysis: Conducting borehole drilling, soil sampling, and laboratory testing at 18 designated locations along the riverfront. Preparing a comprehensive geotechnical report in accordance with CSA G1-19 standards.
  • Phase 2 – Structural Assessment & Hydraulic Modelling: Performing finite element analysis on existing retaining structures, conducting 2D and 3D hydraulic simulations using HEC-RAS and SWMM software, and evaluating flood risk in alignment with the City of Montreal's 100-year floodplain designation.
  • Phase 3 – Design & Engineering Documentation: Producing complete construction drawings, structural calculations, material specifications, and quantity take-offs. All documentation will be submitted in both English and French to satisfy bilingual requirements in Canada Montreal.
  • Phase 4 – Permitting & Regulatory Compliance: Preparing and submitting all applications to the City of Montreal, the Régie du bâtiment du Québec (RBQ), and the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP).
  • Phase 5 – Construction Supervision & QA/QC: Providing on-site Civil Engineer supervision for a minimum of 120 working days, including daily progress reports, material inspection, and final as-built documentation.

This Quotation Estimate proposes the following milestone-based payment structure:

  • 20% upon execution of the professional services agreement and commencement of Phase 1.
  • 25% upon delivery of the geotechnical report and structural assessment (end of Phase 2).
  • 30% upon submission of complete design documentation and receipt of municipal permits (end of Phase 3 and 4).
  • 25% upon completion of construction supervision and delivery of as-built documentation (end of Phase 5).

All payments are due within thirty (30) calendar days of invoice issuance. Late payments shall accrue interest at the rate of 1.5% per month, in accordance with the Civil Code of Quebec.

  1. This Quotation Estimate is valid for thirty (30) days from the date of issuance. After the expiry date, all rates and conditions are subject to revision.
  2. All services shall be performed by or under the direct supervision of a licensed Civil Engineer registered in good standing with the Ordre des ingénieurs du Québec. No portion of the professional engineering services shall be delegated to unlicensed personnel.
  3. The project location is within the jurisdiction of Canada Montreal, and all work shall comply with municipal, provincial (Quebec), and federal regulations applicable to the region, including but not limited to the Loi sur l'aménagement et l'urbanisme and the Loi sur les compétences municipales.
  4. Any changes to the scope of work beyond 10% of the original estimate shall require a written change order signed by both parties prior to execution of the additional work.
  5. The Civil Engineer of record assumes professional liability in accordance with the professional indemnity insurance policy held by Meridian Civil Engineering & Consulting Inc. (Policy No. PIC-2025-4482, coverage limit: $5,000,000 CAD).
  6. All intellectual property, drawings, reports, and data generated under this engagement shall become the property of the client upon full payment of all invoices.
  7. This agreement is governed by the laws of the Province of Quebec and the federal laws of Canada applicable therein. Any disputes shall be resolved through arbitration in Canada Montreal in accordance with the Uniform Arbitration Act of Quebec.
  8. The client acknowledges that this Quotation Estimate is an estimate based on currently available information and does not constitute a fixed-price guarantee. Final costs may vary based on site conditions, regulatory changes, or scope modifications.

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Meridian Civil Engineering & Consulting Inc. to proceed with the Civil Engineer services described herein for the project located in Canada Montreal.
