This Quotation Estimate is formally issued by Al Noor Civil Engineering Consultancy W.L.L. to Al Rayyan Development Group LLC in relation to the professional services of a licensed Civil Engineer for the design, review, and on-site supervision of the Phase II residential tower project located in the West Bay district of Qatar Doha. This document serves as a comprehensive and binding Quotation Estimate outlining the scope of work, professional fees, project timeline, and all applicable terms governing the engagement of our Civil Engineer team. All rates quoted herein are exclusive of 5% Qatar Value Added Tax (VAT) unless otherwise stated.
The following items constitute the full scope of professional services to be delivered by our Civil Engineer team for this project in Qatar Doha:
- Structural Design & Analysis: Complete structural design of the 28-storey residential tower including foundation, superstructure, and roof systems, prepared in full compliance with the Qatar Building Code (QBC) and ASCE 7 seismic provisions applicable to Qatar Doha.
- Geotechnical Review: Interpretation of the soil investigation report for the Qatar Doha site and recommendation of appropriate foundation type (bored piles / raft) based on local geotechnical conditions.
- Construction Drawings: Production of detailed structural construction drawings, reinforcement schedules, and connection details for submission to the Municipality of Qatar Doha for building permit approval.
- Quantity Survey & Cost Estimation: Preparation of a detailed bill of quantities for structural concrete, steel reinforcement, and formwork to support the client's procurement and contractor tendering process.
- Site Supervision & Inspection: Weekly on-site visits by the lead Civil Engineer to the Qatar Doha project site for inspection of rebar fabrication, concrete pouring, and structural integrity checks throughout the 18-month construction period.
- As-Built Documentation: Compilation and delivery of complete as-built structural drawings and certification documents upon project completion.
- Regulatory Liaison: Coordination with the Public Works Authority (Ashghal) and the Municipality of Qatar Doha for all necessary approvals, inspections, and compliance certifications.

The Civil Engineer team shall mobilize within 10 working days of contract execution. The design and documentation phase is estimated at 14 weeks, followed by an 18-month site supervision period in Qatar Doha. The total estimated project duration from commencement to final handover is approximately 22 months.
Payment shall be made in accordance with the following milestone schedule as detailed in this Quotation Estimate:
- 20% advance payment upon signing of the professional services agreement.
- 30% upon submission and approval of structural design documents by the Municipality of Qatar Doha.
- 30% in equal monthly installments during the site supervision phase.
- 20% upon delivery of as-built documentation and final project certification.
All payments are due within 30 days of invoice issuance. Late payments shall attract interest at the rate of 1.5% per month as per Qatar commercial law.
6.1 This Quotation Estimate is valid for 30 calendar days from the date of issue. Beyond this period, rates may be subject to revision based on market conditions in Qatar Doha.
6.2 The Civil Engineer services are governed by the Qatar Engineering and Architecture Law and the professional code of conduct of the Qatar Society of Engineers.
6.3 Any variation in scope beyond 10% of the original Quotation Estimate value shall require a written change order signed by both parties.
6.4 The client shall provide timely access to the project site in Qatar Doha and all necessary project data (architectural drawings, geotechnical reports, utility plans) to enable the Civil Engineer to perform services without delay.
6.5 Disputes arising from this engagement shall be resolved through arbitration in Doha, Qatar, in accordance with the Qatar Arbitration Law.
6.6 All intellectual property rights in the design documents produced by the Civil Engineer shall transfer to the client upon full payment.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and professional fees outlined herein for the engagement of the Civil Engineer services in Qatar Doha.
