This Quotation Estimate is formally issued by Gulf Coast Civil Engineering Group, LLC to Bayou Bend Development Partners, Inc. for the provision of comprehensive Civil Engineer professional services related to the Phase II Infrastructure Development Project located in United States Houston, Harris County, Texas. This document outlines the full scope of engineering deliverables, associated costs, project timelines, and contractual terms governing the engagement. The undersigned Civil Engineer and supporting technical team shall perform the following professional services for the client's development project in United States Houston:
- Geotechnical Investigation & Site Analysis: Conduct soil boring, percolation testing, and subsurface evaluation across the 14.6-acre parcel situated along the Buffalo Bayou corridor in Houston, Texas. Deliver a comprehensive geotechnical report compliant with Texas Department of Transportation (TxDOT) standards and local Harris County building codes.
- Structural & Foundation Design: Prepare detailed structural calculations, foundation design drawings, and load-bearing analyses for the proposed 12-story mixed-use commercial and residential tower. All designs shall account for the specific seismic, wind, and flood-load conditions prevalent in the United States Houston region, including FEMA Zone AE floodplain considerations.
- Geotechnical & Earthwork Engineering: Design retaining walls, slope stabilization systems, and earthwork grading plans. Provide cut-and-fill volume calculations and compaction specifications for the site preparation phase in Houston's expansive clay soil conditions.
- Stormwater & Drainage Design: Develop a complete stormwater management system including detention ponds, underground pipe networks, and permeable pavement solutions. All drainage designs must comply with the Harris County Flood Control District (HCFCD) regulations and the City of Houston's Stormwater Management Manual.
- Utility Coordination & Infrastructure Planning: Coordinate with Houston Water, City of Houston Public Works, and local utility providers to design water supply, sanitary sewer, natural gas, and electrical conduit routing for the project site.
- Construction Administration & Site Supervision: Provide weekly site inspections, progress reporting, and quality assurance oversight throughout the construction duration. The Civil Engineer shall issue non-conformance reports and corrective action directives as needed.

This Quotation Estimate shall be paid according to the following milestone-based schedule, with all payments due within thirty (30) calendar days of invoice issuance:
- 25% ($189,875.00) — Upon execution of the professional services agreement and commencement of geotechnical fieldwork.
- 30% ($227,850.00) — Upon delivery and client approval of all design drawings, structural calculations, and drainage plans.
- 35% ($265,825.00) — Billed monthly during the construction administration phase, prorated based on site supervision hours rendered.
- 10% ($75,950.00) — Upon final project completion, submission of as-built documentation, and issuance of the Certificate of Completion by the lead Civil Engineer.
5.1 Validity: This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issuance. After this period, all rates and pricing are subject to revision based on prevailing market conditions in the United States Houston engineering sector.
5.2 Professional Liability: Gulf Coast Civil Engineering Group, LLC maintains Professional Liability (Errors & Omissions) insurance in the amount of $5,000,000 per occurrence, as required for licensed Civil Engineer practice in the State of Texas. Certificates of insurance shall be provided upon request.
5.3 Change Orders: Any modifications to the scope of work beyond what is described in this Quotation Estimate shall be documented in a written Change Order, signed by both parties, prior to the commencement of additional work. Additional fees will be assessed at the hourly rate of $185.00 per hour for the lead Civil Engineer and $95.00 per hour for supporting engineering staff.
5.4 Intellectual Property: All engineering drawings, calculations, reports, and design documents produced under this engagement shall remain the exclusive property of Gulf Coast Civil Engineering Group, LLC. The client receives a non-transferable license to use these documents solely for the purpose of the project located in United States Houston.
5.5 Governing Law: This agreement shall be governed by and construed in accordance with the laws of the State of Texas, United States. Any disputes arising from this Quotation Estimate shall be resolved through binding arbitration in Harris County, Houston, Texas, in accordance with the rules of the American Arbitration Association.
5.6 Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to hurricanes, tropical storms, flooding, or other natural disasters common to the United States Houston coastal region.
5.7 Confidentiality: Both parties agree to maintain strict confidentiality regarding all project-specific data, site conditions, and proprietary information exchanged during the course of this engagement.
The estimated duration for completion of all Civil Engineer services outlined in this Quotation Estimate is twenty-four (24) calendar months from the date of contract execution. The project schedule shall be developed in detail during the initial mobilization phase and coordinated with the client's overall development timeline for the United States Houston site.
By signing below, the client acknowledges receipt of this Quotation Estimate, confirms understanding of all terms and conditions, and authorizes Gulf Coast Civil Engineering Group, LLC to proceed with the Civil Engineer services as described herein for the project located in United States Houston, Texas.
